POSITION CLASSIFICATION: Program Director
JOB TITLE: Director of Finance
SUMMARY:
This is senior supervisory and administrative work with the duties of directing the financial activities within the East Alabama Commission. The employee in this position is responsible for the supervision and direction of the staff assigned to the Fiscal Department. The employee is responsible for maintaining detailed records of budgets, ledgers, inventory records, and other fiscal records. Initiative and judgement are required in the performance of this position. Work is reviewed through conferences, annual audits by the State Examiners of Public Accounts or an independent fiscal firm, program-specific audits and monitoring, and regular reports to the Executive Director. This position requires a person who can relate to individuals at all levels within the organization and balance employee discretion with the mission of the Commission.
WORK RESPONSIBILITIES:
- Plans, assigns, supervises, and evaluates the activities of the fiscal staff.
- Supervises and maintains the separation of functions and responsibilities between the fiscal staff.
- Prepares and updates the Commission's Annual Budget and assists individual departments and divisions in preparing programmatic budgets.
- Prepares an annual Indirect Cost Allocation Plan for the Commission.
- Maintains a complete and systematic set of fiscal records required for sound fiscal administration using the computerized Fiscal and Financial Management System of Grants Management Systems (GMS) and Sylogist Software System.
- Prepares monthly financial reports for Board meetings and various grant agencies as required.
- Prepares periodic financial reports and requests for drawdowns for submission to appropriate agencies.
- Ensures compliance with Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
- Oversees Commission’s bank accounts.
- Responsible for issuance of billings, maintenance of accounts receivable, preparation of receipts and disbursement to proper funds.
- Responsible for payment of invoices and maintenance of accounts payable.
- Maintains complete and systematic set of financial records to comply with guidelines for various grant programs administered by the Commission.
- Maintains appropriate insurance coverage for Commission.
- Prepares for annual audit.
- Implements and supervises the systematic audit of all sub-grantees.
- Maintains the Commission’s property records and documents depreciation of assets.
- Performs other work related to Commission's overall program responsibilities, as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Extensive knowledge of the principles and practices of general financial management and governmental funds accounting.
- Highly proficient in the ability to establish and maintain standard governmental fund fiscal methods and procedures.
- Highly proficient in the ability to prepare and maintain fiscal ledgers, detailed financial reports, equipment and inventory ledgers, and any other records needed to maintain sound fiscal policy.
- Highly proficient in the ability to prepare and update the Commission’s Indirect Cost Allocation Plan.
- Highly proficient in the ability to guide and direct the professional development of the Fiscal Department staff and to provide training as necessary on fiscal procedures for sub-grantees.
- Highly proficient in the ability to establish and maintain effective working relationships with Program Administrators and Auditors of various agencies funding the Commission’s programs.
- Extensive and detailed knowledge of Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and of updated guidelines of various state and federal agencies funding the Commission’s programs.
- Highly proficient in the ability to maintain composure under pressure.
- Possesses interpersonal savvy and the ability to build effective teams.
- Ability to solve problems using logic and methods to develop effective solutions.
- Ability to drive an automobile, possession of a valid driver’s license, and insurable under the Commission’s motor vehicle liability policy.
QUALIFICATIONS:
Graduation from an accredited four-year college or university with a major in accounting/management and a minimum of ten (10) years of fiscal experience, preferably involving government contracts and governmental fund accounts, with at least five years of progressively responsible administrative and supervisory experience. Desired: Master’s in accounting, MBA degree or CPA would be highly desirable.

Expected Hours of Work: Full-Time Position – May be required to work non-standard hours occasionally to complete job duties. Must be able to maintain a flexible work schedule. Overnight travel may be required.
