The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $82,540.00 - $136,191.00. We also offer generous benefits for full-time employees which include but are not limited to:

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site 3 days per week and off-site as needed. At this time, the Office of Climate Action, Sustainability and Resiliency only requires 2 days in office at the Wellington Webb Municipal Building due to space constraints. Employees must work within the state of Colorado on their off-site days.

As the Electrification Navigation Administrator II you will play a crucial role in guiding and supporting our homeowners, building owners, HVAC contractors, Engineers and other industry professionals through the process of reducing use of natural gas, increasing energy efficiency and installing heat pumps. Currently industry sectors do not coordinate work nor is there an easy-to-follow process for commercial and multifamily heat pump installations. You will facilitate connections to rebates, financing options, and planning services to ensure seamless project execution and customer satisfaction.

Specifically, as the Electrification Navigation Administrator you will:

  • Design and manage navigation services for building owners and homeowners city-wide to navigate electrification processes, costs and financing options, connecting to HVAC contractors, Engineers and other service providers to solve complex business issues.
  • Create programs and materials to help multiple audiences understand the benefits of decarbonization and electrification including improved energy efficiency, building performance and beneficial health outcomes.
  • Design systems to ensure low-income individuals and communities can participate as traditional rebates and tax credit programs are not a preferred solution.
  • Establish policies and procedures with vendors to assist HVAC contractors through the design, bid, rebate application process, tax credits to ensure projects use available funding to ensure quick, high-quality installs.
  • Coordinate with peers and other industry partners to ensure programs are connected to maximize building owners and contractors’ experiences and reduce confusion points such as: applications, eligibility and how to coordinate projects.
  • Provide leadership and technical expertise to monitor and improve customer journey time and experiences through programs and navigation services with goals to reduce barriers to electrification and reduce time needed from start to finish.
  • Perform a variety of comprehensive and technical administrative activities which includes providing leadership and technical expertise and developing long range and short-term planning initiatives and overall goals, objectives, and priorities for pilots and outreach needs.
  • Manage the development and implementation of performance criteria for navigation services programs and evaluates the functional area’s performance in meeting goals and objectives.
  • Collaborate with industry to understand their electrification barriers and needs through stakeholder processes, surveys and direct contact. Stakeholders include: current program vendors, contractors, engineers, energy modelers, community based organizations, homeowners, and business owners.
  • Act as a technical expert on building electrification process, serves as an expert resource by performing market and program analysis and formulating approaches and plans to address identified issues, and briefs management on concerns and issues by providing information required for decision making.
  • Stay informed about industry trends, technologies, and policy developments related to electrification and energy efficiency.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Master’s or Bachelor’s degree in Public Administration, Organizational Development, Environmental Science, Energy Management or a relevant field.
  • Certification or training in energy auditing, building science, public policy or sustainable design.
  • Experience with energy modeling, financial or community engagement software and tools.
  • Previous experience in customer-facing roles or client management including working with under-resourced or low-income communities.
  • Experience drafting and editing case studies or post project documentation.
  • A minimum of 3 years of experience related to building sciences, commercial real estate, energy efficiency in buildings, community engagement in a navigation capacity.
  • Knowledge of planning, coordination, and execution of business functions related to program management and project management.
  • Skills writing and editing case studies and human-interest stories.
  • Skills presenting complex ideas to a broad audience.
  • Project management skills and training.
  • Experience incorporating the perspectives of multiple communities, including under-represented communities and historically marginalized groups in the consideration of impacts and outcomes of program design, a decision-making process, or technical analysis.
  • An understanding of the concepts of institutional and structural racism and bias and their impact on under-resourced communities. A proven ability to work with a diverse team, creating an atmosphere of trust and inclusiveness.

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in a related field based on a specific position(s).
  • Experience Requirement: Five (5) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: None.
