Summary About the position: This position will be assigned to the NAF Accounting Office on JBLE-Langley AFB. This is a Regular Full Time position that is guaranteed 35 hours per week but can be scheduled for up to 40 hours per week. . Responsibilities Serves as the NAF Contracting Officer performing purchasing for base-level Non-Appropriated Fund Instrumentalities (NAFls), performing duties involved with the negotiation, award, administration and termination of contracts, and in the purchase of commodities, services and supplies. Performs more complex and technical duties associated with procurement and contract functions. Includes tasks such as assembling product and price data for negotiations, and reporting on performance of contractors. These include but are not limited to contracts for concessionaire, consignment, entertainment, and blanket purchasing agreements. Responsible for negotiation and award of program contracts. Performs the analysis and evaluation of cost or price proposals. Acts as the NAF Accounting Office liaison for NAF Construction Projects. Serves as the JBLE NAF Purchase Card (P-Card) Coordinator to include opening accounts, processing changes to authorized limits, and all training of cardholders. Serves as the liaison to the contracted bank on P-Card card concerns and issues. Performs direct purchasing using the Commander's Smart Buy Program (CSBP) in accordance with current authorities. Works with the Contracting Specialist, Resource Management Flight Chief and NAF Accounting Office Manager in performance of annual reviews of all Force Support activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application. Qualifying Experience: Applicant must have progressively responsible experience in purchasing commodities and services which has included cost analysis, and the development of contract requirements. This experience must have provided a knowledge of legal and administrative contracting requirements, the ability to interpret specifications and formulate descriptive data, and skill in negotiating with suppliers and transportation agencies. Experience with the NAF contracting process is highly desirable. Must possess basic computer skills, basic word processing procedures, and function keys to support office operations and produce a variety of documents such as form letters, entering data into a predefined spreadsheet or database. Must be familiar with Microsoft Office and applications to include Word, Excel, PowerPoint, and Outlook. Ability to use the Internet is highly desirable. Ability to communicate effectively, both orally and in writing. Must possess or be able to obtain a NAF Contracting Warrant of $10,000 or higher within supervisor-directed timeframe. Once obtained, it must be maintained. Must be able to satisfactorily complete a background investigation. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution. Additional Information Individual must fully meet qualification/eligibility/background requirements for this position.
