SUMMARY
The Chief Health Center Finance and Policy Director advances IPHCA’s mission by serving as the lead team member on policy and finance-related issues for Community Health Centers. This position is a subject matter expert for IPHCA staff and Community Health Centers in the areas of compliance with state and federal regulations, internal control, and reimbursement.
PRIMARY RESPONSIBILITIES
- Functions as a team lead and member of the IPHCA leadership team, with supervisory duties as assigned.
- Monitors and oversees the development and delivery of educational training, publications, and member communications related to finance and operations in collaboration with IPHCA staff.
- Monitors grants and deliverables relating to technical assistance regarding state and federal contracts to ensure deadlines are being met with quality results.
- Serves as the primary point of contact for members related to the areas of Community Health Center finance, reimbursement, and other related areas.
- Develops and maintains competencies relating to audit standards, governmental regulations and requirements, and other compliance issues.
- Supports the composition, monitoring, and advocacy of IPHCA policy goals at the executive and legislative branches of government.
ADDITIONAL RESPONSIBILITIES
- Provides technical assistance to Community Health Centers in areas of expertise.
- Identifies community health center service and training needs based on the health care environment, site visits, regulations, and member input.
- Assists in identifying business opportunities for IPHCA.
- Provides input, as needed, in the development of grant proposals and the annual organizational or grant budgets.
- Supervises and conducts performance evaluations for any staff, paid or unpaid, who report directly to this position.
- Ensures compliance with IPHCA budget.
- Supports IPHCA’s mission and culture by promoting the value of IPHCA membership and providing excellent customer service in interactions with IPHCA staff and the public.
- Supports interactive directive work, including contributing to the development of and aligning goals with IPHCA’s strategic plan through open, candid, and respectful interactions with IPHCA staff and partners.

CRITICAL SKILLS, KNOWLEDGE, AND BEHAVIORS
- High degree of professionalism with the ability to think critically and strategically, take initiative, manage multiple projects in an organized manner, and meet deadlines.
- Strong collaborator with the ability to work and communicate effectively with diverse individuals and teams.
- Skills in data usage and interpretation and technical/report writing.
- Knowledge of nonprofit/medical/governmental accounting practices, federally qualified health center operations, compliance, Indiana's health system, Medicaid and Medicare reimbursement, and health policy.
EDUCATION AND EXPERIENCE
- 10+ years of health care experience.
- BS in Business or related field.
- Accounting/finance/audit experience, preferably in a health or governmental setting.
- Prefer direct experience in Community Health Center finance or reimbursement.
SPECIAL LICENSES OR TRANSPORTATION DEMANDS
- Travel by car or airline may be required.
- If operating a vehicle, a valid Indiana driver’s license and proof of insurance is required.

- Computer word processing, spreadsheets, database capability.
- Operation of a vehicle.
- Verbal communication - fluency in written and spoken English.
- Air travel.
