Position Overview

Arlo Solutions is seeking a Law Enforcement (LE) and Security IT Technical Program Analyst to provide expert technical leadership and managerial support for the oversight, development, and implementation of complex LE and security infrastructure projects within the Department of Defense (DoD). This role supports critical infrastructure and IT programs, ensuring alignment with Defense objectives and policies. The successful candidate will lead efforts to define and analyze problems, develop strategies, and support decision-making for senior DoD leaders.

Job Responsibilities and/or Success Factors

  • Technical and Program Leadership: Provide expert technical, managerial leadership, and direct support for problem definition, analysis outcomes, requirements development, and implementation of complex LE and security IT and infrastructure projects.
  • Program Management: Support the oversight and management of a broad range of complex LE and security infrastructure programs, ensuring that activities are aligned with Defense priorities and meet operational goals.
  • Strategy Development: Assist in the planning, directing, and coordination of technical strategies, policies, directives, and materials to address short-notice information and decision support requirements for senior DoD leaders.
  • Policy and Infrastructure Support: Gather, synthesize, and prepare background materials for engagements related to intelligence and security infrastructure policies, programs, and activities. Support the review and revision of policy direction for security infrastructure activities.
  • Meeting Coordination: Coordinate and facilitate meetings, working groups, and forums by preparing and disseminating agendas, read-ahead materials, attendee rosters, and meeting minutes.
  • Data-Driven Decision Support: Support government-led analysis, assessments, reporting, and briefing production to enable data-informed oversight and decision-making for senior DoD and Executive Branch officials and Congressional staff.
  • Advanced Technical Knowledge: Provide technical knowledge and analysis of LE and security applications, and offer implementation advice on complex technical issues requiring specialized expertise.
  • Cross-Functional Support: Apply principles of LE and security to support IT, logistics, program management, and professional development within the security infrastructure space.
  • Documentation Management: Develop staff packages and ensure integration across DoD and the Intelligence Community (IC) to support the National Defense Strategy and priorities of the Secretary of Defense and Undersecretary of Defense for Intelligence & Security.
  • Electronic File Management: Manage electronic file systems (NIPR, SIPR, JWICs) for proper file retention and management, ensuring compliance with NARA regulations.

Required Skills and Qualifications:

  • Technical Expertise: Strong knowledge of LE and security infrastructure, IT systems, and the application of technical solutions in defense environments.
  • Project Management: Experience leading and managing complex infrastructure projects, with the ability to drive them to completion.
  • Policy Development: Proven ability to develop technical strategies and policies for security infrastructure activities, including rapid-response support for senior leadership.
  • Stakeholder Coordination: Strong communication skills to coordinate with multiple stakeholders, including DoD senior leaders, the Intelligence Community, and Congressional staff.
  • Data Analysis and Reporting: Experience supporting data-driven decision-making through analysis, assessments, and report production.
  • Meeting Facilitation: Skilled in preparing agendas, facilitating discussions, and managing follow-up actions from meetings and working groups.
  • File Management: Experience managing electronic file systems in compliance with NARA rules and regulations.

Qualifications:

  • TS/SCI
  • Bachelor’s degree in Information Technology, Security Management, or a related field (or equivalent experience).
  • 5+ years of experience in LE, security, IT, and infrastructure support roles.
  • Strong understanding of DoD infrastructure programs and security requirements.
  • Experience working with NIPR, SIPR, and JWICs systems for file management.

Preferred Qualifications:

  • Experience supporting DoD or Intelligence Community infrastructure programs.
  • Expertise in security policy development and implementation within defense environments.
