Background:
The Assistant Mooring Master will exhibit high standard marine skills and safety behaviours and will specifically deputize the Mooring Master in all relevant mooring operations, associated marine and custody transfers activities in order to ensure that they are performed safely and in accordance with local and maritime regulations and Company operational procedures. He will ensure that associated administrative duties are performed in a timely manner.
Authority:
The Assistant Mooring Master will assist in berthing and offloading operations aboard export tankers as per the unit specific related manuals and procedures. He will provide assistance for the readiness and overall maintenance of the offload floating hose system and tandem hawser system. He will support training relevant personnel in tandem offloading operations when required to do so.
Typical Responsibilities:
- Implementation of Management System
- Promote safety awareness and application of the Safety Management System, codes of practice and prime policies.
- Support all relevant berthing or mooring activities according to Company Management System or equivalent where Company Management System is to be considered the minimum standards.
- Support timely, effective reporting and investigation of all incidents.
- Support timely and effective close-out of survey and audit action items.
- If/when instructed, assist the Mooring Master with the administration and planning of all class and statutory surveys to ensure the unit is in compliance with all relevant regulations at all times.
- Manage Effectively
- Demonstrate ownership and efficiency during berthing, mooring, offloading operations including but not limited to offload hose connection, maintaining OTT position, disconnection of hose, unmooring and all relevant associated marine activities.
- Support the operation of berthing, mooring and relevant marine activities. Assist client as required with offload documentation.
- Co-ordinate with vessel masters and cargo surveyors for expeditious arrival and departure of offload vessel operations.
- Liaise effectively with all relevant onshore and offshore departments of Company.
- Verify and report the effective planning for all offloading critical activities and critical equipment maintenance.
- Marine Operations
- Deputize the Mooring Master if/when needed.
- Supervise the Marine & Cargo Operations with respect to offload tankers.
- Advise export tanker crew as instructed by the Mooring Master.
- Provide constant monitoring and alertness during the duration of the operation.
- Timely report to the Mooring Master any anomalies that may arise.
- Contribute to the Control of Critical Situations and Respond To Emergencies
- Liaise with the Mooring Master to manage emergency response with due regard for safety of personnel, FPSO and environment to the limit of your responsibility with respect to offload operations.
- Demonstrate knowledge and awareness of potential emergency scenarios with respect to offload operations.
- Assist in the management of emergency response training and exercises ensuring they are conducted effectively and in accordance with requirements with respect to Offload operations.
- Contribute to effective de-brief and analysis of exercises.
- Monitor And Maintain Pollution Control Measures
- Report any anomalies during offload operations related to ballast discharge, offloading hose, manifolds and paigin integrity, tandem hawser and chain stopper, pull back tug and towing line, etc.
- Unplanned discharges are identified, halted where possible, and reported according to policy, procedure and regulation.
- Support Start Marine and Cargo Operations.
- Start Up Marine & Cargo Operations.
- Monitor and Maintain Marine & Cargo Operations.
- Prepare and shutdown Marine & Cargo Operations.
- Manage and Supervise Effectively.
- Contribute To Control Of Critical Situations And Respond To Emergencies.
- Monitor And Maintain Pollution Control Measures.
- Emergency Response Role.
- Provide any additional duties as required by the OIM/Unit Spt. to maintain safe and efficient running of the Unit.
Minimum Qualifications and Experience:
- STCW Reg. AII/2 plus DCE for Oil and/or Gas as applicable.
- Minimum 3 years sea service on tankers Aframax – VLCC size with at least 1 year in rank of Chief Officer. Alternatively, 3 years on board FPSO and at least 1 year in position of Cargo Supervisor or Cargo Superintendent.
- Medically fit to offshore International standards such as ENG 1 or equivalent.
Additional Preferred Qualifications and Experience:
- Extensive knowledge of offshore FPSO or FSO operations, including Production, Process, Utilities, Marine Maintenance, and Safety Management.
- Previous tandem berthing experience.
- Attended Tandem offload simulator training.
- Attended Management of Major Emergency Training.
