General Description:
The University of TN’s County Technical Assistance Service (CTAS) will be hiring a County Government Consultant to serve in CTAS’s Region 4. The position functions to provide technical and consultative assistance to all county officials (elected and appointed) in their assigned geographic area of the state. This position provides direct customer assistance through field services to counties regarding multifaceted problems in all matters pertaining to county government.
Management may assign the County Government Consultant to perform special project and research work, often assisting other consultants in the execution of projects.
This position must be a generalist yet possess the following skills to meet the needs of his/her clientele: Managerial, Analytical, Financial, and Interpersonal.
The County Government Consultant is usually the first contact for county officials to discuss problems and find solutions. The consultant must analyze the problem, recommend a solution, and assist the county official(s) with implementation.
Duties and Responsibilities:
- Direct Technical Assistance to County Officials: Works directly with all county officials and their employees in county offices, providing technical assistance on budgeting, finance, revenue sources, debt, purchasing, auditing, and operational issues. Prepares and delivers presentations to the county legislative body, internal committees, highway commissions, and school boards.
- Research and Special Projects: Conducts research preparation for projects at the request of county officials, state agencies, and associations of county officials.
- Training: Involved in developing, preparing, and teaching core classes for the County Officials’ Certificate Training Program (COCTP), covering topics like budgeting, purchasing, personnel management, and auditing.
Required Qualifications:
Education: Bachelor’s degree in accounting, Finance, Public Administration, Business Administration, Economics, or a related field.
Preferred: Master’s degree in a related field.
Experience: Six (6) years of management-related experience with local or state government.
Skills: Excellent communication skills (oral and written), high level of organizational skills, time management, and the ability to prioritize projects. Willingness to travel statewide with occasional overnight travel. Knowledge of governmental budgeting and general accounting theory or willingness to acquire such knowledge is necessary. Experience in spreadsheets, data analysis, and reporting is required.
Location: Cookeville, TN and surrounding CTAS Region 4 Counties. Applicants are not required to reside in Cookeville. Must be able to travel and maintain automobile liability insurance if using a private vehicle for business purposes.
