Duties
- Serves as the Installation Management Command G9 Child, Youth and School (CYS) Services trainer and Subject Matter Expert for child and youth development training.
- Conducts analysis of trends throughout the enterprise to identify gaps that can effectively be corrected through appropriate training.
- Applies professional knowledge to develops training materials, handbooks and operational guidance for use throughout the Army.
- Observes in appropriate program settings throughout all hours of operation to assess and evaluate staff competency and provide feedback.
- Designs and implements annual CYS program plan based on trends and analysis to include training goals and objectives, plan to meet garrison staff needs, curriculum framework that encompasses the development of children/youth.

- May be subject to an irregular hours, evening and or weekends
- This position requires extensive travel, working indoors and outdoors, in environments that call for working interactively with children in youth in a variety of active settings.
Qualifications
MINIMUM QUALIFICATION CRITERIA:
1.A bachelor's degree or higher that included or was supplemented by at least 24 semester hours specifically in childhood development, early childhood education, or elementary education. Coursework in youth development and/or secondary education may be credited only if the position supports youth programs (age 13-18). General coursework in psychology; sociology; physical education; or recreation (applicable to youth programs only), is not creditable unless it is directly-related to child/youth development.
OR
2. Completion of at least 24 semester hours in coursework in the above disciplines, plus additional coursework and/or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study in the indicated disciplines.
.In addition to the above, candidates must possess the following: Experience as a trainer for a large, center-based childcare or school age program (youth program experience is creditable if the position supports youth age 13-18). This experience must have included all of the following:1. Delivering a comprehensive training and professional development program for care-giving personnel in a variety of settings (on-the-job, classroom, online/electronic).2. Developing training goals, objectives, and curriculum based upon changing needs (i.e., special needs inclusion, current child/youth development philosophy, risk management, accreditation requirements, etc.).3. Evaluating or inspecting training programs to ensure compliance with regulatory requirements and baseline standards.4. Experience demonstrating the ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.5. Demonstrated verbal and written communication skills sufficient to develop and deliver formal reports, briefings, and proposals to senior leaders at the MACOM, region, or HQs level.
HIGHLY QUALIFICATION CRITERIA:
1. Experience in child development, early childhood education, elementary education to include coursework in youth development and/or secondary education.
2. Those who have been Child and Youth Services (CYS) Trainers/Directors in a Child Development Center, School Age Center, Youth Center or CYS Coordinator/Child Administrator.
3. Experience in multiple CYS Programs or oversight of multiple CYS Programs to include Outreach and Middle School Teen
4. 1-3 Years experience as a CYS Administrator, Lead Training Specialist, CYS Coordinator, CYS Program Operations Specialist or prior HQ / ID level experience

Pay-Band (NF or CY) Allowances and Differentials
- This is a pay-banded position.
- Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
- Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
