Summary:
The Director of Accounts Payable and Payroll is responsible for overseeing the accounts payable and payroll functions within the organization. Ensuring timely and accurate processing of invoices and payroll, maintaining regulatory compliance, and supporting strategic financial planning. Collaborates with the Chief Accounting Officer (CAO) and Human Resources team to implement policies, improve processes, and manage vendor, employee and provider relationships.

Responsibilities:

  • Oversees the accounts payable team that are responsible for scanning invoices, utilizing technology to match invoices to purchase orders or receiving necessary approvals to release funding, verifying and processing invoices, managing key vendor relationships and issuing payments.
  • Manages Accounts Payable aging to align with organizational direction.
  • Manages payment options aiming to maximize rebates for the organization and more timely/cost effective methods of payment.
  • Manages and maintains payment policies to ensure all payments are in compliance with organizational policies and procedures.
  • Supports organizational travel processes, including patient travel.
  • Manages employee reimbursement system and process ensuring compliance with spending policies and limits.
  • Develops and implements effective vendor management process with key vendors to reconcile discrepancies, negotiate discounts, and settle open payment issues.
  • Develops plans to improve efficiency and effectiveness of AP processes reducing resource utilization and improving quality of outcomes and services.
  • Works in matrix environment partnering with supply chain and contracting to appropriate manage and maintain vendor relationships, performance, and accountability as well as effective payment and approval processes internally.
  • Oversees the payroll team that are responsible for data entry, payroll preparation, and compliance with various state and federal payroll laws and regulations.
  • Ensures that personnel or tax law changes are captured, that overtime or bonus payments are accurately distributed, and that timesheets are submitted and retained appropriately.
  • Manages and maintains payroll and timekeeping system ensuring best practice technologies are utilized in managing large complex payroll.
  • Manages out-of-state payroll, including payroll within 40+ states and compliance with local employment tax in collaboration with external advisors, as appropriate.
  • Works in matrix environment partnering with human resources departments to appropriately manage and maintain accurate payroll reporting and processes for benefits, PTO, deductions and other employee programs.
  • Develops and implement accounting policies and procedures in collaboration with the CAO.
  • Prepares and reviews financial reports related to accounts payable and payroll.
  • Designs and maintains internal controls related to accounts payable and payroll.
  • Supports internal and external audits and implement audit recommendations.
  • Ensures timely and accurate preparation, processing, and distribution of 1099s and W-2s in accordance with IRS deadlines and regulations.
  • Provides leadership, direction, and guidance to assigned staff. Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations.
  • Identifies and leads process improvement initiatives to streamline accounts payable and payroll functions.
  • Collaborates with other departments to ensure coordination and resolve cross-functional issues.
  • Performs other duties as assigned.

MINIMUM EDUCATION QUALIFICATION

Bachelor’s degree in finance or related field. Progressively responsible professional work experience may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory – Seven (7) years progressively responsible accounting experience. An equivalent combination of relevant education and/or training may be substituted for experience.

To include supervisory – Five (5) years of employee supervision while in a financial leadership position.

Masters in Business Administration (MBA) is preferred.
