Job Duties
The Hampton Roads District has an exciting opportunity for a Part-Time Human Resources Consultant to provide professional support in areas of Benefits Administration (i.e. FMLA, worker's compensation, disability case management, recognition program support, health enrollment), Human Resources Policy Interpretation, Records Retention, Administrative Support, Talent Acquisition, and Data Management. This position also provides coverage to the Human Resources front office. The successful incumbent will provide general information regarding policies and procedures to VDOT employees and managers, ensuring compliance is met in accordance with federal, state and agency laws and regulations. Manage data, documentation, and compliance of records, and perform duties, tasks, activities and/or projects as assigned.
This is an hourly/wage position and is not entitled to the State's benefits package or Virginia Personnel Act (VPA) protections. Incumbents hired into hourly/wage positions are limited to working an average of 29 hours per week and 1,500 hours in a 12-month period.
This is an in-office position during regular business hours. Hours may vary.
The ideal candidate will be a highly motivated self-starter who adapts readily to change, can maintain a high-level of confidentiality, works well with time-sensitive/deadline-driven tasks and pays close attention to detail.
Minimum Qualifications
  • Skill in providing good customer service.
  • Ability to collect, assemble, process and file information using manual and automated systems.
  • Skill in operating office equipment and a variety of Microsoft Office Suite software.
  • Ability to always maintain confidentiality.
  • Knowledge of principles and practices of personnel administration.
  • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
  • Knowledge of HR practices and principles.
Additional Considerations
  • A combination of training, experience, or education in Human Resources or related field desired.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
VDOT is an emergency response agency. This position may be designated to work in emergencies, including weekends, holidays, and after normal business hours; assignments may vary based on business needs to include working in severe weather.
