Description

Sacramento Housing and Redevelopment Agency ("SHRA") is seeking a motivated Agency Counsel to join its Office of the General Counsel. Essential Areas Of Responsibility

Under the direction of the General Counsel, the Agency Counsel will:

  1. Prepare and review a variety of legal and business-related documents;
  2. Conduct legal and policy research and analysis, provide legal counseling and prepare legal opinions;
  3. Manage and monitor litigation for various civil lawsuits and unlawful detainers.

Document Preparation & Review

  • Prepare and/or review contracts for real estate, construction, services and procurement
  • Prepare and/or review Agency policies, programs and correspondence
  • Participate in negotiations and draft and prepare documentation for complex real estate transactions, secured lending transactions, and construction projects
  • Prepare pretrial motions in response to subpoena requests

Legal Research & Counseling

  • Conduct legal and policy research
  • Respond to staff questions and problems; assist and advise staff on various legal issues, including the California Public Records Act and Federal Privacy Laws
  • Participate in project committees and team meetings, commission hearings, staff meetings
  • Prepare legal opinions for housing law, landlord/tenant law, environmental law, employment law, civil rights law and contract and tort law
  • Review case law, legislation and regulations
  • Respond to requests for public records
  • Advise governing boards as needed, including occasional public meetings

Litigation

  • Monitor claims and litigation involving the Agency
  • Work with outside counsel assigned to the litigation
  • Counsel and work with Agency employees involved in litigation
  • Attend hearings, review pleadings and rulings and conduct legal research
  • Work with claims adjusters
  • Participate in settlement conferences and administrative hearings

Education & Experience

  • Bachelor's Degree from an accredited school. Juris Doctor from an accredited law school preferred.
  • Bar Membership: Active membership in the State Bar of California (in good standing), or recently for and now awaiting examination results from the State Bar of California

Required Experience

  • Preferred 1 year as an attorney practicing law

Additional Knowledge and Experience:

  • Strong contract drafting experience
  • Experience in real estate and municipal finance (preferably lenders counsel)
  • Experience in real estate development and construction law
  • Experience in landlord/tenant law - including unlawful detainer, reasonable accommodations, and discrimination
  • Experience in procurement and public contracting
  • Knowledge of state and federal regulations and the associated processes
  • Knowledge and experience with the California Brown Act and Public Records Act
  • Excellent communication skills, both verbal and written
  • Ability to effectively plan, organize and administer legal services
  • Ability to build strong relationships with key stakeholders
  • Excellent interpersonal skills
  • Ability to easily adapt to change

Other Duties

The Agency Counsel may be assigned, and required to carry out, additional duties at any time. The Agency Counsel is expected to participate in discussions of individual, department and Agency performance and work on problem-solving teams as assigned. The Agency Counsel serving on a problem-solving team may be asked to carry out the role of team leader. Any person driving for Sacramento Housing and Redevelopment Agency must maintain a valid driver's license on his/her person, and demonstrate compliance with the motor vehicle law, standards of courtesy on the road and attention to safety. All drivers must maintain their insurability.
