Description
The Court Liaison II will attend most court hearings for Full Case Management (FCM) and will report the services that the Family Resource Center (FRC) is providing to the family and status of services/compliance by the parents in FRC cases. The Court Liaison II will be expected to convey all the necessary information about a case, received by the Case Manager, to the court and parties. The Court Liaison II will obtain the information needed for each court hearing by setting up weekly staffings with the Case Managers. The Court Liaison II will be responsible for notifying FRC Case Managers of upcoming hearings, and they will attend the court hearings and provide the necessary information to the court and parties to each case. The Court Liaison II will also prepare a Court Memo for each hearing with details about what happened at the hearing, information as to what is needed for the next court hearing and the date and time of the next court hearing. The Court Liaison II will be responsible for entering a court note in Florida Safe Families Network (FSFN). The Court Liaison II will also be responsible for initiating diligent searches after he/she attends the shelter hearings. The Court Liaison II will also initiate all referrals for evaluations and other services ordered by the court at a specific hearing so that there are no delays. The Court Liaison II is expected to be an articulate and detailed speaker and clear writer so that the Case Manager will be able to know what is expected from him/her for the next court hearing. The Court Liaison II will provide the Court Memo to the Case Manager/Supervisor within 72 hours of the court hearing by email so that the Case Manager and Supervisor know exactly what happened at the hearing, what is needed for the next hearing and also the date and time of the next court hearing. The Court Liaison II will represent the "face of FRC" in all courtrooms that they are present in. Therefore, he/she will be expected to dress in a professional fashion and use proper court etiquette at all times.
The Court Liaison II trains the new Court Liaisons on how to do their court list and how to prepare court memos. Court Liaison II attends meetings as designated by the Legal Director. The Court Liaison II provides guidance to the other Court Liaisons as to problems and issues that come up in court or in staffings. Ensures court coverage and assistance with staffing's as needed. The Court Liaison II establishes best practice protocols for the Court Liaison Unit. The Court Liaison II handles multiple court divisions as needed.
Salary Range:
$55,000.00 to 60,000.00/Annually + Benefits

- A minimum of a Bachelor's degree, or its equivalent, is required.
- Familiarity with the Full Case Management System as well as with the Child Welfare Dependency System in Miami Dade County
- Familiarity with Child Welfare and Child Welfare related computer programs.
- Must have a valid driver license and good driving history
- Must currently be certified with the Florida Board of Certification as a CWCM, CWPI, CWLC, CWCM-S.
- Must be computer literate and able to use all case management electronic systems.
- Must have good listening, communication and writing skills.
- Must be willing to learn.
- Must be willing and able to work well with others and cooperate in the sharing of resources and information to obtain the final work product.
Specific Areas of Responsibility to Position:
In collaboration with the Senior Staff Attorney:
- The Court Liaison II is required to attend all set court hearings in his/her assigned division(s) and prepare court memos for each case set for hearing that day. The Court Liaison II will also be responsible for assuring the Case Managers know of their next court hearing date by emailing the completed Court Memo back to the assigned Case Manager and Supervisor within 72 hours of the hearing. If there is a problematic issue that needs immediate attention, the Court Liaison II will provide this information by email to the Case Manager and Supervisor while still in court if times permits or immediately after the court session is over.
- The Court Liaison II will be responsible for requesting court orders from the Children's Legal Services (CLS) attorney when they are not provided timely to the agency. The Court Liaison II is also responsible for escalating to the specific Supervisor at CLS if the orders are not provided by the assigned CLS attorney in a timely manner.
- The Court Liaison II will be responsible for keeping track of the hearing dates in his/her assigned divisions so that he/she is able to ascertain when a case is next set in court. The Court Liaison II will be responsible in keeping a master calendar of all hearings in his/her assigned divisions in Outlook.
- The Court Liaison II will be responsible for setting up days and times for weekly staffings with the Case Managers so they are prepared for upcoming court hearings. The Court Liaison II will get conformed, stamped copies of all case plans set on calendar each court session and provide these to the Case Managers once back at the office.
- The Court Liaison II will be expected to always be on time to his/her court sessions. Court Liaison IIs will be expected to dress professionally and use proper court etiquette at all times as they will be the main "face of FRC" in their assigned court room(s). The Court Liaison II will be expected to know very well the cases that he/she presents in court. Thus, the Court Liaison II will need to be able to answer questions about the case that pertain to the reason the case is set on calendar. For example: If a case is set for a case plan, then the Court Liaison II will be expected to tell the court about the case plan tasks and the compliance of the parent(s). The Court Liaison II will be expected to provide accurate information to the court at all times. If the Court Liaison II does not know the answer to the court's questions, the Court Liaison II is expected to write down the questions and then follow up promptly and get the answers from Case Management staff. The Court Liaison II is expected to let the court know he/she will follow up with Case Management and provide the needed information back to the court within a time frame acceptable to the court.
- The Court Liaison II is expected to be very organized and should be very articulate when speaking in court and have a strong court presence. The Court Liaison II is expected to provide all relevant information from the court hearing back to the Case Manager so that the Case Manager can be prepared for the next court hearing. All relevant information and orders from the Judge are expected to be included in the written court memo the Court Liaison II prepares and sends to the Case Manager and Supervisor so Case Management knows exactly what was ordered and will be expected for the next court hearing.
- Assists Case Managers in completing documents as needed.
- Must be able to use all State and FRC Databases with a high degree of expertise and efficiency.
- The Court Liaison II is expected to have a reliable vehicle and have appropriate auto insurance in the event that it becomes necessary to transport a client to or from the courtroom.
- Completes timely all assignments as requested by Full Case Management Supervisors and/or Administrators and/or FRC Attorneys.
- Monitors the agency's court list weekly.
- Ensures that court documents, agency wide, are submitted timely/in compliance with Agency procedure.
- Ensures all Court Liaisons are trained on completing court documents.
- The Court Liaison II is responsible for coverage of other courtrooms as needed.
- Assists Court Liaisons in obtaining court documents from case managers.
- Assists fellow workers in escalating pertinent issues.
- The Court Liaison II trains the new Court Liaisons on how to do their court list and how to prepare court memos (Specifically, due dates for documentation and late or missing documents). Court Liaison II attends meetings as designated by the Legal Director. The Court Liaison II provides guidance to the other Court Liaisons as to problems and issues that come up in court or in staffings. Ensures court coverage and assistance with staffings as needed. The Court Liaison II establishes best practice protocols for the Court Liaison Unit. The Court Liaison II handles 2 court divisions as a Liaison.
- Participates in the agency's Quality Assurance/Quality Improvement Program.
- Contributes to the understanding and acceptance of cultural diversity within the agency and the community.
- Complies with all relevant JCAHO standards and regulations.
- Utilizes the agency's resources in a fiscally conservative manner.
- Performs other duties as assigned by Supervisor, including On-Call responsibilities.
