Job Responsibilities
Conducts complex fraud, waste, and abuse investigations and audits in the Executive Branch of South Carolina State Government and other agencies/entities prescribed by law. Emphasis for the audit position will be on forensic accounting in fraud matters and operational auditing of state agency operations to identify waste or areas to improve. Skills needed include interviewing; writing; analysis of voluminous records; understanding the operations/leadership of organizations; and interpersonal ability to develop the support and trust of agencies, from Director to front line employees, under review. Investigations and audits will generally pertain to major issues within state government with the goal of impacting statewide organizational change and improvement.
Minimum and Additional Requirements
State: A bachelor's degree and professional experience in accounting, auditing, finance, insurance, or tax preparation and/or analysis.
OIG: A bachelor's degree and five (5) years professional experience in accounting, auditing, or finance; or a master's degree and four (4) years professional experience in accounting, auditing or finance.
Preferred Qualifications
Certified Public Accountant.
Certified Fraud Examiner.
Certified Internal Auditor
Demonstrated experience in procurement audits, or financial matters in public schools or public charter schools.
Ability to independently plan investigations and audits.
Ability to conduct complex investigations in the areas of fraud, corruption, misconduct or organizational waste.
Ability to understand and map workflows and internal operations.
Ability to locate and interview individuals.
Must have an in-depth working knowledge of business processes and reporting.
Ability to combine witness interviews and document reviews to draw conclusions.
Ability to collect, organize and analyze large volumes of records and prepare corresponding report w/conclusions.
Must have strong analytical skills with ability to make procedural and policy recommendations and present justification to appropriate agency officials.
Ability to use information technology to facilitate data analysis, as well as present data for briefings and reports.
Ability to present clear, concise and comprehensive written and oral reports.
Ability to respond professionally to stressful situations.
Confidence to operate in investigations without initial structure or clarity, then develop investigative objectives, logical investigative strategies and execute an investigative plan to reach logical conclusions.
Knowledge of the criminal justice system and ability to work with law enforcement in joint investigations.
Outstanding interpersonal skills to easily develop rapport with witnesses, as well as interact with Agency Heads as a representative of the Office of the State Inspector General.
Additional Comments
Act No. 223 of 2022 authorized the Office of the State Inspector General (OIG) to investigate public school districts in certain circumstances. As such, additional staffing was provided by the General Assembly for the OIG to address this area.
Individual will perform with much independence and discretion and communicate directly with the Inspector General the findings of any audits/investigations. Individual will make recommendations to program managers and administrators in regard to policies and procedures, staffing patterns, internal controls, organizational alignments, accounting techniques and other recommendations to detect and prevent fraud and waste and improve operations.
Some travel may be required.
If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.
