SUMMARY
The Assistant Regional EMS Medical Director works with the Regional EMS Medical Director to carry out any of the duties contained herein as requested. This is a part-time hourly position that carries out activities as needed and on the request of the Regional EMS Medical Director. The hours will vary depending on planned meetings and "no notice" incidents that may arise. The hours may involve evenings and weekends. This position may require emergency response or functioning on scene of an emergency. This position is a member of essential public safety personnel.
Reports directly to Regional EMS Medical Director.
- Performs the duties as needed including but not limited to the following: Maintain liaison with Commonwealth EMS Medical Director, assist the regional EMS council after consultation with the Medical Advisory Committee (MAC) to establish and revise, subject to Department approval, regional EMS protocols, assist the regional EMS council to develop, subject to Department approval, criteria to recommend to PSAP's for emergency medical dispatch, including criteria for pre-arrival instructions, level of care to be dispatched to respond to various clinical conditions, types of EMS resources to be sent and mode of EMS resource response, serve as a member of the regional quality improvement committee and liaison to regional EMS council MAC, serve on the State EMS Quality Improvement Committee, serve as chairperson of the regional EMS council MAC in the absence of the Regional EMS Medical Director, assist as appropriate and assigned in the EMS council investigations and recommend to the Department on actions the Department should pursue, and review regional plans, procedures, and processes for compliance with State standards of EMS. Requirements of a Regional EMS Medical Director (28 PA Code 1021.104).
- Performs the duties as a Training Institute Medical Director (Assistant): including: review course content and ensure compliance, review and approve recruitment, selection and orientation of educational faculty, reviewing the quality and the medical content of the education and compliance with protocols, approving the content of ALS course written and practical skills examinations, identifying and approving facilities where students are to fulfill clinical and field internship requirements, identifying and approving individuals to serve as field and clinical preceptors, and signing skill verification forms for students who demonstrate the knowledge and skills required for successful completion of the EMS provider educational course. Requirements of an EMS Educational Institute Medical Director (28 PA Code 1025.1).
- Performs the duties as the EMS Agency Medical Director as follows: Providing medical guidance and advice to the EMS agency, reviewing statewide protocols and ensuring that the Agency EMS providers are familiar with the protocols, perform medical audits of EMS provided by the EMS agency providers, participate in and reviewing quality improvement and peer reviews of EMS provided by the EMS agency, reviewing regional mass casualty and disaster plans and providing guidance to EMS agency regarding provision of EMS under those plans, provide guidance when applicable with respect to ordering, stocking and replacing medications and compliance with laws and regulations impacting upon the EMS agency's acquisition, storage and use of those medications, assess EMS providers initially and every 12 months to determine whether the EMS provider has the knowledge and skills to competently perform the skills within the EMS providers scope of practice. - Assists with the planning, policy, recruitment, and operation of a county sponsored Physician's Response Unit, that will operate at extended or specialty emergency situations or planned special events.
- Assists with the planning, policy, and operation during county Public Health emergencies including but not limited to seasonal and emergency vaccination programs and medical counter measures (MCM).
- Assists with the planning, policy, recruitment, and operation of a county sponsored mobile integrated health-community paramedicine program and the Montgomery County Overdose Response Team (MCORT).
- Serves as requested to special committees and projects for the advancement of an integrated EMS System ensuring that we continue with cutting edge EMS.
- forms all other duties as assigned with the scope and range of job responsibilities.
Education and Credentials
- A licensed physician with experience in emergency medical care and demonstrated abilities in education and administration.
- Have successfully completed an emergency medicine residency or a residency program by an accredited body recognized by the State Board of Medicine or State Board of Osteopathic Medicine
- Possess a current DEA number.
- Have successfully completed an EMS Agency Medical Director course or an EMS fellowship or other EMS training program as determined by the Department of Health to be equivalent.
- Possess a valid Pennsylvania driver's license.
- Must have current FBI criminal background check, PA Child Abuse check and PA State Police clearance for employment prior to hire (volunteer-level clearances are not acceptable)
Experience and Skills
- Experience in the education of EMS providers including Emergency Medical Responder, Emergency Medical Technician, Advanced Emergency Medical Technician, and Paramedic. Be knowledgeable about the education of EMS professions, including professional, legislative, and regulatory issues regarding training and certification standards.
- Experience in the medical audit, review, and critique of EMS providers, including quality assurance and quality improvement.
- Knowledge of EMS system organization and functions, specifically policies and procedures relative to EMS system administration.
- Must be able to establish and maintain productive professional relationships.
- Excel with inter-personal, oral, and written communication skills.
- Ability to occasionally work evening hours.
- Knowledge of ambulance equipment supplies and operations, hospital administration, policies and related medico-legal issues and practices.
- Ability to handle difficult situations in a confidential and diplomatic manner.
- Ability to work on multiple projects simultaneously and work well under limited time constraints
- Experience as a medical command facility medical command physician preferred.
- Experience with Public Health emergencies and seasonal and emergency vaccination programs preferred.
- Experience with Community Paramedicine-Mobile Integrated Health programs preferred.
- Typically work is performed in an office environment, at various ambulance stations or in field response.
- Ability to sit, stand, and operate a keyboard & mouse for moderate periods of time.
- Occasionally may be required to do medium level physical work that would include reaching, pulling, bending, and lifting 100 pounds with assistance.
- Ability to crouch throughout an incident or special event, and work in all weather conditions and temperature extremes, low/no light conditions and uneven terrain.
- Ability to work occasionally with loud noises, vehicle and equipment engine fumes, possible biohazards, narrow spaces, moving traffic, near waterways/flooding and at heights/high angles.
- Able to work various shifts, on-call, rotating schedules, weekends, and holidays as essential personnel.
