Supervises employees in the Human Resources and Employee Relations Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Assists with interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees, addressing complaints and resolving problems.

Legal Issues:
- Monitors personnel policies, procedures and record keeping and recommends updates and interpretation of policies and procedures as needed.
- Prepares legal research reports required by the District, Federal, State, and outside agencies.
- Monitors outside service for providing substitute/personnel coverage.
- Preserve and promote confidentiality of Human Resources Department information.
- Maintain appropriate personnel and other necessary files for all employees in accordance with all applicable federal, state and local regulations.
- Supervises and evaluates staff of the Human Resources Department Promotes equal opportunity employment.
- Ensures District compliance with all applicable laws, regulations and standard practices.
- Oversee Tenure Process and Mentoring Process of the District.
- Monitor and advise the Board, Superintendent, and staff on matters of a legal nature related to Human Resources Department activities and employee relations.
- Monitors and works with District Attorney(s) on legal issues.
- Monitors legal claims, including EEOC complaints for the District
- Serves as District Freedom of Information Act (FOIA) Coordinator.
- Recruits, screens, conducts pre-employment testing and recommends employment of applicants for instructional, administrative and support staff.
- Coordinates employee performance evaluation programs in compliance with all laws and policies, including the Revised School Code.
- Market the school district as a prospective employer
- Monitors certifications of instruction and administrative staff in accordance with Revised School Code.
- Act as the liaison between prospective employees and supervisors within the district who have positions to fill.
- Establish, participate and facilitate interviewing committees for hiring District employees.
- Offer position and process new hire paperwork and orientations to onboard instructional, administrative, and support staff.
- Facilitates hiring process with interview team.
- Develop/implement procedures for internal promotions, transfers, and placements of staff.
- Conduct job analysis/salary studies.
- Authorizing salaries and/or wages and prepares and monitors salary accounts.
- Conducts and participates in periodic salary and benefit surveys and reviews and recommends adjustments to employee compensation
- Develops forecasting for staffing needs and monitor student enrollment projections for staffing purposes.
- Develop guidelines and procedures for staff evaluation.
- Administers provisions of collective bargaining agreements and/or district procedures dealing with staffing, transfers, discipline, leaves, resignations, retirement, benefits, vacations, absences, and supplemental pay.
- Conducts negotiations of all recognized employee groups.
- Supports equitable settlement of contracts through effective negotiation processes; minimize labor relations problems through grievance hearings and other procedures.
- Provide notification about contracts and salaries to employees
- Interpret contract management and application of contract terms.
- Represents the district at arbitration and other employment related hearings.
- Implement and supervise corrective discipline procedures.
- Administers the district's grievance procedure.
- Advise supervisors about matters involving discipline, job performance, employee duties and assignments.
- Assumes primary responsibility for on-going communication and interaction with Union Representatives
- Develop and revise job descriptions as needed.
- Administers employee leaves of absence as outlined in collective bargaining agreements and state and federal leave programs.
- Complete federal/state/local reports pertaining to personnel.
- Provide data as requested by superintendent and school board.
- Develop/implement an employee recognition/awards program.
- Administer tuition assistance programs.
- Develop the personnel-related components of the budget.

- Leadership experience with small and large groups

- Knowledge of Public Employment (PERA), the Michigan Employment Relations Commission (MERC), the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), the Affordable Care Act (ACA), Fair Labor Standards Act (FLSA), PA 54 or 2011, PA 152 of 2011, PA 300 of 2012, Worker's Compensation, unemployment compensation, and other applicable employment and school laws required.
- Minimum of three to five years of experience in a medium to large school district in the human resources field.
