SENIOR FINANCIAL ANALYST Position Purpose/Summary Responsible for researching and analyzing all financial data pertinent to the Development Services Division, specifically the Office of Housing & Community Development. Reviews all fiscal activities and procedures as they pertain to various units under the Office of Housing & Community Development, implementing automated financial systems as needed and coordinating related projects as assigned. Work is performed with considerable independence in accordance with laws and ordinances under the general direction of the Director of Administration & Finance, who reviews work through reports and conferences. No supervision is exercised over other employees. Essential Functions Maintains financial data, program and project budgets, comparability studies and performs general operational duties of the office of Housing & Community Development. Reviews fiscal activities and procedures for compliance with federal, state and local regulations and requirements, with an emphasis on grant-funded programs. Compiles and analyzes statistical data from federal, state and municipal government sources. Reports findings to management to help drive decision-making. Prepares informational reports and presentations in support of the mission and objectives of the Office of Housing & Community Development. Interprets and analyzes the costs and expenditures of various financial activities. Assists in the preparation of reports and maintenance of records relative to the activities of the department. Assists in the maintenance of fiscal, accounting, budgetary, and property management financial records, and requisitions for the federal capital progress payments. Maintains accounts receivable records, bills and collection of monthly payments as they relate to various lending programs instituted by the Office of Housing & Community Development. Reviews repayment of monies to funding sources as it relates to the program income and reimbursements for the Office of Housing & Community Development. Performs related work as required. Knowledge, Skills, and Abilities Considerable knowledge of the theory, principles, and practices of accounting and auditing, with special reference to the accounting of federal and state funded programs, projects and personnel. Considerable knowledge of the laws, ordinances, and regulations governing the financial structure and municipal accounting and auditing procedures of the Office of Housing & Community Development. Considerable knowledge of the development and implementation of financial systems to ensure compliance with various federal, state and municipal mandates and regulations. Considerable knowledge of compiling, maintaining, and analyzing financial data, particularly of community and economic development informational sources. Working knowledge of the preparation and maintenance of personnel records as it relates to payroll and program budgets. Ability to plan, develop and initiate new and revised auditing and accounting procedures and systems. Ability to analyze and evaluate complex accounting and auditing problems and to develop satisfactory solutions. Ability to analyze accounts and programs of various funding sources and to prepare difficult and complex financial and administrative reports. Ability to establish and maintain effective working relationships with other municipal, federal and state officials, and the general public. Ability to express oneself clearly and concisely, orally and in writing. Education and Experience Bachelor\'s degree in business management, finance or accounting. Minimum of five years of experience in a responsile financial position with an emphasis on analysis of financial, budgetary and accounting data.
