The Brooklyn Queens Expressway (BQE) is a vital part of New York City's transportation system and economy. The New York City Department of Transportation (NYC DOT) is undertaking a long-term fix of BQE Central, the City-owned portion of the BQE, from Atlantic Avenue to Sands Street in Brooklyn, with a focus on safety, resiliency, and community priorities.

The Program Engineer will direct all engineering functions pertaining to major multiple bridge reconstruction projects for the BQE Central Project. The selected candidate will be part of the new BQE Special Project Office (SPO) led by the Associate Deputy Commissioner (ADC) of the BQE Central Project which reports directly to the NYC DOT Chief Strategy Officer (CSO). The Program Engineer will also collaborate closely with the Deputy Commissioner of Bridges and associated staff, the Chief of Staff of the CSO, and other NYC DOT leadership. The selected candidate will also engage and coordinate various aspects of the BQE Central project with FHWA, NYSDOT and other local, state and federal stakeholders, in addition to the BQE Joint Venture (BQE JV). The BQE JV is comprised of consultants dedicated to advancing the BQE Central Project alongside the NYC DOT staff assigned to this project.

Duties will include:

  1. Advise the ADC of the BQE Central Project and the CSO on the development of project goals and objectives, in coordination with the Division of Bridges.
  2. Ensure engineering conforms to all appropriate codes and standards.
  3. Oversee and direct all engineering functions pertaining to major multiple bridge reconstruction projects for BQE Central.
  4. Review and advise on all concepts for engineering feasibility and practicality in and around the BQE Central corridor to improve bicycle and pedestrian connectivity and enhance freight mobility.
  5. Review all contract documents, reports and advise on the planning and scheduling of contract and any related work at the supervisor's direction.
  6. Direct the conduct of engineering studies and analyses and the preparation of technical reports. Provide recommendations based on the outcomes of studies and analyses.
  7. Plan, schedule, and coordinate the activities of subordinate staff to meet the performance objectives and requirements of NYC DOT.
  8. Represent the agency and provide technical direction in coordination efforts with outside agencies and other departmental offices to ensure the proper engineering coordination and review of joint projects.
  9. Perform other related engineering, administrative and managerial duties as requested by the ADC of the BQE Central Project or the CSO.
  10. Perform other high-level duties pertaining to the BQE Central project, as directed by the ADC or CSO.

Minimum Qualifications:

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.

Preferred Skills:

In addition to meeting the Minimum Qualification Requirements, a valid New York State License as a Professional Engineer is required. Candidates must also have at least ten (10) years of full-time paid experience in civil or structural engineering work, at least five (5) years of which shall have been in a managerial role. Ability to communicate effectively in verbal and written form. Knowledge of various aspects of an interstate corridor which includes technical requirements, City, State and Federal environmental processes, funding issues, community involvement, traffic control and procurement protocols. Proven track record in managing large scale transportation projects.
