POSTING : SENIOR ACCOUNTANT II - OFFICE OF FINANCE & RISK MANAGEMENT (N253-2424)

REPORTS TO : Accounting Supervisor / Accounting Manager; Executive Director, Financial Management

SUPERVISES : N/A

PRIMARY FUNCTION : Provides fiscal management assistance by performing a variety of accounting and auditing functions. Pre-audit of expenditures and accounting records. Preparation/posting of general ledger entries, revenue and expenditure analyses, and participation on various special projects for the Finance Department.

TYPICAL DUTIES AND RESPONSIBILITIES :

  1. Pre-audit and review of all HPS financial documents working closely with all areas of the Finance Department and external vendors if applicable.
  2. Prepare and enter journals, payments to vendors, and corrections/adjusting documents for the Board of Education, and post and balance transactions where appropriate.
  3. Calculate and perform drawdown of funds from State of Connecticut (e.g., e-GMS Grants Management System), and Federal Government (e.g., G5 system) to cover current and projected expenditures.
  4. Assist in the preparation of various State and Federal Financial Reports, including but not limited to: EFS (End of School Year Financial Report), Indirect Cost Rate Application, SBCH/Medicaid Cost Report, CRDC Report and Magnet School Expenditure Reports.
  5. Assist in preparing various Fund financial statements and other related reports (e.g. Federal and State Single Audit reports) for the annual independent financial audit, and formal agency audits or interim reviews by Federal and State agencies.
  6. Perform a variety of accounting and analytical tasks and computations, including the approval of invoices, purchase card transactions and journal entries.
  7. Prepare fringe benefit calculations and analyses.
  8. Complete account reconciliations and verifications.
  9. Prepare projections, forecasts and analyses as requested by supervisors or the Chief Financial Officer.
  10. Oversee and monitor all Hartford Public Schools revenue inflows and reconciliation.
  11. Make bank deposits as required across multiple funds.
  12. Setup and process capital assets and prepare various reports as requested.
  13. Oversee and monitor all Student Activity Fund (SAF) accounts including deposits, disbursements and reconciliations.
  14. Oversee vending accounts for all schools including deposits, drawdowns, and reconciliations.
  15. Work with Pre-K collections preparing weekly deposits, monthly reports, reconciliations, customer refunds, and reviews for audit reporting.
  16. Process month-end close.
  17. Assist in fiscal year-end close, by preparing accruals, corrections, adjustments and other fiscal year end closing documents as required.
  18. Assist in the implementation of fiscal controls according to generally accepted accounting principles and best practices, to ensure timely inflow of fund and grant entitlement revenues, expenditures in compliance with mandates, and proper alignment across budgets.
  19. Provide support for ongoing implementation of management systems within the office, including procedures, practices and an internal control structure, to achieve compliance with federal/state laws and regulations.
  20. Assist in the preparation of the total school system budget.
  21. Assists in the coordination, development, and implementation of MUNIS modules, other software platforms, and fiscal systems and tools.
  22. Works diligently to optimize workflows, tighter control of financial practices across the District as well as streamlining of transactional processing.
  23. Provide technical assistance to facilitate on-line processes.
  24. Respond to inquiries regarding invoices, payments, requisitions, purchase orders, receipts, and employee reimbursements.
  25. Review & update accounting procedures and processes and recommend improvements.
  26. Perform any other duties/functions as assigned by supervisors, the Chief Financial Officer or their designees.

SKILLS, KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE :

  1. Bachelor’s degree in Accounting, Finance, Business or Public Administration from an accredited college/university and a minimum of 8 years of work experience in Accounting, (AP, AR or a similar financial function) or related field.
  2. Knowledge of governmental accounting principles and practices (GASB).
  3. Accounting experience working for City, State or Federal government entities.
  4. Experience preparing timely and accurate accounting reports, journal entries and reconciliations.
  5. Strong financial analysis skills with the ability to provide recommendations based on analytical findings.
  6. Demonstrated knowledge of and proficiency with Microsoft Office suite of products, including advanced Excel functions (V-Lookups, pivot tables, etc.).
  7. Demonstrated knowledge with ERP or financial accounting software systems; prior MUNIS experience preferred.
  8. Experience working with Quicken and QuickBooks a plus.
  9. Ability to establish and maintain effective working relationships with all levels of administration.
  10. Ability to work independently.
  11. Ability to work with discretion and assume responsibility.
  12. Ability to work under stressful situations and within difficult time constraints.
  13. Maintain high ethical standards and harbor confidential information.
  14. Excellent time management and organizational skills.
  15. Good written and verbal communication skills.
  16. Ability to work an extended day if necessary.

SALARY AND TERMS OF EMPLOYMENT : 12-Month Work Year. Salary Grid: C560 - $93,485 - $112,598 (2019-2026)

EVALUATION : Evaluated annually.
