Summary You will serve as a CONTRACT SERVICES SPECIALIST in the SUPPLY DEPARTMENT (N8) of RECRUIT TRAINING COMMAND. The salary range for positions filled at the GS-09 is $66,942 to $87,024. The salary range for positions filled at the GS-11 is $80,994 to $105,289. Responsibilities You will review automated reports and research errors or conflicting information in procurement documentation and administrative areas. You will determine alternatives to procurement procedures for proper completion of contracting assignments. You will identify areas requiring improvement and develop recommendations for improvement to the process and procedures. You will monitor business performance metrics and strategic plans to accomplish command's mission. You will prepare detailed reports of each assessment to record the site assessed, observations of work in progress and discrepancies to ensure contract compliance. Requirements Conditions of Employment Qualifications FOR THE GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting studies and preparing reports detailing findings, conclusions, and recommendations for improvement; 2) Utilizing and implementing a variety of quality assurance techniques and procedures; 3) Providing support to the command in determining detailed requirements and requests; 4) Monitoring and overseeing procurement issues, request, and requirements; 5) Preparing official letters, directives, messages, memoranda, briefs and reports. FOR THE GS-09 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing documents for completeness and compliance with established guidelines; 2) Manipulating spreadsheet data and generating formula calculations to provide statistical data; 3) Solving problems related to contracts, change proposals and claims; 4) Writing clear, concise reports and correspondence for procurement procedures. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: FOR THE GS-11 GRADE LEVEL: Have successfully completed a Ph.D. or equivalent doctoral degree. OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR Have successfully completed an LL.M. degree that is related to the position being filled. OR Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%. FOR THE GS-09 GRADE LEVEL: Have successfully completed a master's or equivalent graduate degree. OR Have successfully completed two full years of progressively higher graduate level education leading to a master's degree. OR Have obtained an LL.B. or J.D. that is related to the position being filled. OR Have a combination of experience and education that equates to one year of experience.
