POSITION DESCRIPTION: The Senior Management Analyst will provide on-site support (or remote support at government discretion) to a federal government customer located at U.S. Coast Guard Headquarters in Washington, D.C., to ensure adherence to all federal mandates and regulations for records information management (RIM). The candidate will evaluate, develop and implement a successfully compliant RIM program as governed by Federal records standards. Analyst support will require comprehensive reviews (of enterprise programs and information systems) and updates to policy and current practices, re-engineering of business processes to manage records electronically and implementation of various controls for compliance. In addition, review and reconcile current and legacy records retention schedules and development of web-based training modules.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Requirements of this role include, but are not limited to:
- Provide records management and program analyst support to evaluate all organization programs, processes/procedures, information systems and annual records reporting requirements.
- Develop and implement remediation plans to mitigate areas of non-compliance in accordance with the organization, General Services Administration (GSA), Department of Homeland Security (DHS), and National Archives and Records Administration (NARA).
- Conduct an agency-wide records information management program assessment; create dashboards for monitoring and reporting implementation status.
- Review current and legacy record schedules for applicability, to eliminate redundancies, update retention schedules in accordance with NARA policies and to incorporate current technologies and business practices.
- Assist organizations with completion of a records inventory using Essential Records lists, file plans and other resources to ensure accuracy; provide training and other resources as required.
- Work with stakeholders to prepare plans and comprehensive reports, inclusive of graphical illustrations, statistical data, lists of electronic information systems (EIS), areas of RM program compliance/non-compliance, findings, and recommendations.
- Review NARA notifications; prepare records for destruction or resubmission to NARA.
- Review records transfer requests; validate retention disposition, address stakeholder inquiries and coordinate electronic and physical records transfers.
- Implement electronic records management (ERM) processes, NARA approved retention policies and deploy information management applications/systems and associated technologies.
- Provide guidance on Digitation Strategy, quality controls and destruction procedures.
- Process NARA Federal Records Disposal Notices; partner with stakeholders to establish and implement controls for proper destruction protocols.
- Conduct training and briefs for all levels of personnel to include senior officials; prepare RIM correspondence (newsletter, articles, etc.); develop web-based training modules and video tutorials on varying RIM topics.
- Perform additional duties records and information management program support function and activities as assigned.
- Must be a U.S. citizen.
- Minimum 5 years of knowledge and experience with federal government/military records
- Minimum 5 years of experience in fact gathering, research methodology, data collection and analysis.
- Knowledge of NARA database applications, Electronic Records Archive (ERA and Records Centers Information System (ARCIS).
- Ability to read, interpret, and apply Federal policy, directives and regulations.
- Experience adjudicating programmatic amendments to Federal records retention policies for NARA review and approval boards.
- Experience drafting policy, detailed reports, transition plans, action plans, briefings, training, and PowerPoint presentations.
- Minimum 1 year of experience with FOIA/Privacy Act regulations.
- Experience implementing/deploying NARA Electronic Records Management requirements.
- Experience cross-referencing, researching and analyzing NARA Federal records retention schedules.
- Experience designing, documenting, and implementing technical solutions, and making recommendations on system implementation, analysis, and design.
- Excellent written and oral communication skills; demonstrating confidence when speaking/presenting and providing customer support, specifically as it relates to the government/DoD.
- Must be proficient in Adobe, Microsoft Office Suite (e.g., Word, Excel, Access, PowerPoint), MS Teams, SharePoint Online, MS Project and Visio.
- Ability to thrive in a flexible environment with frequent changes in contract priorities.
- Ability to work independently and prioritize workload with minimal input or supervision.
- Ability to manage multiple projects simultaneously and prioritize workload based on needs of the client/PM.
- Ability to facilitate meetings and conference calls; involves meeting scheduling, agenda development and meeting minutes capture, providing, tracking, and archiving required documentation, and following up on items for action.
- Ability to create or drive project schedule development, including task definition, duration, and resource estimates, work schedule breakdowns, and contingency planning.
- Bachelor's degree or higher in a related field.
- Preferably a former USCG personnel that has previously served as a Records Coordinator or migrated an organization from textual to electronic RM.
- Familiarity with the USCG culture as it pertains to RM/administration and the challenges of a disaggregated RIM program knowledge base.
- Project management and information governance experience.
- Certified Records Manager (CRM) or Information Governance Professional (IGP) certification.
- Professional, deadline-oriented, working alongside active-duty and civilian personnel.
