Regulatory & Compliance Specialist Senior – Pipeline Safety Field Operations

Come join our talented Regulatory and Compliance Department team within the Operations Division as a Regulatory and Compliance Specialist Senior. You will be responsible for supporting Colorado Springs Utilities' gas compliance program. This program is used by Colorado Springs Utilities to monitor, assess, enforce, and document compliance with federal safety standards for transportation of natural gas (49 CFR Part 192). You will provide functional and technical expertise and work directly on issues related to federal, state, and local regulations.

Key Areas of Focus:

Field Inspection Lead

  • Perform field compliance audits and quality assessments to ensure execution of tasks as described in procedures outlined in the Operator Qualification (OQ) program and Gas Operations & Maintenance (O&M) Manual

  • Work across the gas business to strategically develop, revise, and implement data collection forms, including a standardized field inspection audit form.

  • Record/document non-compliance following assessments, present recommendations for areas of improvement, and assist in the development of corrective actions

  • Provide training and mentoring of field personnel to promote and maintain compliance commitments and quality standards

Pipeline Safety

  • Support annual review and update of the Gas Emergency Response Plan, Public Awareness Plan, and Gas Operations and Maintenance (O&M) Manual

  • Review and research industry pipeline safety events to identify best practices to promote pipeline safety

  • Provide routine compliance performance updates at safety meetings to help field operations personnel increase focus on pipeline safety

  • Develop and implement policies and procedures in response to changes to federal and state regulatory requirements

  • Lead public awareness initiatives to educate and engage customers in pipeline safety

Operator Qualification (OQ) Program Support

  • Assist in the development of Operator Qualification (OQ) procedures and perform annual gap analysis to ensure that sufficient procedures exist for covered tasks and normal operations and maintenance activities

  • Participate in OQ training to ensure field personnel can demonstrate job knowledge and competencies of the work task being performed

Who you are….

  • Bachelor’s degree in Engineering, Information Technology, Legal Studies, Business, Management, or related field of study and/or 7+ of analytical experience preferably in the energy and utility industry

  • Regulatory processes and knowledge of cyber security and/or physical security to maintain compliance with regulatory standards

  • A valid, unrestricted driver's license is required for this position

  • This position will require access to military installations and that a detailed background check will be completed by the appropriate branch to include 10-year history search for criminal convictions prior to beginning work.
