Under direction of the DPWES Deputy Director of Solid Waste Management Program (SWMP), serves as division manager to manage and lead the SMWP Finance Management Division and serves as the fiscal manager responsible for development and oversight of a highly complex agency-wide budget and fiscal operation. Responsible for administration, fiscal analysis, budget preparation, and budget projections regarding existing and newly requested or created initiatives, and requests from the Board of Supervisors and/or leadership. Participates in SWMP leadership and strategic goals, collaborates with employees in DPWES, SWMP and other county agencies to support budget, finance, purchasing, and contracting activities.
Administers the Solid Waste Closure/Post Closure reserve balances for the long-term care and maintenance of the Virginia Department of Environmental Quality (VADEQ) permitted facilities, as well as assists with the financial statements for post closure reserves. Prepares annual Solid Waste Authority Board Packages. Administers oversite of the agencies' 45,000 customers with the Department of Tax Administration (DTA). Performs monthly reconciliation of (4) distinct funds within solid waste and recycling. Ensures timely, efficient, and economical service delivery. Advisor to DPWES deputy director and other SWMP division directors on matters pertaining to budget, finance, procurement and contracts. Must have strong leadership, management, and communication skills to manage professional and paraprofessional employees to include coaching, counseling, training, and evaluation. Adheres to the DPWES Core Values, county Standards of Conduct, and county ethics. Engages in safe working practices and complies with Solid Waste safety programs and guidelines. Complies with the DPWES safety competencies.
Illustrative Duties

  • Serves as an advisor to the Director and/or Deputy Director on matters of policy and process related to financial and financial administrative management;
  • Makes presentations to the Deputy County Executives, Directors, Deputy Directors, Boards, Authorities and Commissions, as well as other County senior management;
  • Participates in department wide strategic planning, and Countywide strategic planning, as necessary;
  • Supervises a team of financial professionals performing advanced technical analysis and makes recommendations to the Director and/or Deputy Director about program funding within the department;
  • Directs ongoing process improvement initiatives related to financial processes, budget development and monitoring within the agency;
  • Collaborate in the development and refinement of policies, procedures, and guidelines essential to the administration of finance and related functions;
  • Coordinates external partners including the Department of Management and Budget with financing and debt management, capital projects, bond resolutions, and issuances;
  • Oversees the overall budget coordination and development for submission to department leadership;
  • Coordinates budget estimates, financial reporting and data presentation for the agency to ensure policy decisions have been met;
  • Serves as department lead concerning revenue, including projections and collection rates; Recommends adjustments;
  • Determines the budget impact on the department from both state and federal legislative actions;
  • Manages, develops, and implements the responsibilities and policies relating to fiscal and financial administrative management policies, including budgeting, financing, capital projects, and reporting;
  • Prepares written and verbal reports for department senior management regarding cost variances and acts independently in identifying and resolving programmatic anomalies;
  • Oversees staff from financial management, accounts payable, accounts receivable (including revenue collection) and procurement;
  • Oversees both internal and external financial audits and implements corrective actions (when applicable);
  • Ensures compliance with federal and state reporting requirements associated with grant funding;
  • Establishes accounting policies and procedures in accordance with GAAP as well as any federal, state or county requirements.

MINIMUM QUALIFICATIONS :

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, five years of professional-level experience in finance, business administration, budgeting, or contract management, to include 2 years of supervisory experience. A master's degree in a related field or CPA may substitute for 1 year of experience.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
  • Demonstrated ability to lead and supervise staff performing a variety of functions to include finance, and information technology.
  • Demonstrated experience in budget preparation and analysis through financial forecasting, rate studies and financial analysis.
  • Demonstrated ability to communicate effectively with employees at all levels.
  • Possesses strong critical thinking/analysis skills and problem-solving ability.
  • Five (5) years of experience in budgetary development and analysis.
  • Three (3) years of experience with administering financial/accounting processes and procedures in financial systems other than System Analysis Program (SAP).
  • Two (2) years of experience using oral and written communication skills to present effective presentation and group facilitation.
  • Two (2) years of experience in developing, implementing, and evaluation of programs/projects.

PHYSICAL REQUIREMENTS:
Ability to effectively communicate, both verbally and in writing. Ability to provide verbal directions to subordinate staff and conduct verbal interactions with management. Ability to read and comprehend financial documents and data. Manual dexterity needed to operate general office equipment (i.e., computer, calculator, printer, scanner, etc.).
