About the Role
The Assistant Director of Refugee Cash and Medical Assistance (CMA) and Employment Services is a key member of the Programs Management Team and is responsible for the leadership and management of the daily operations of the following programs: Refugee Cash Assistance and Refugee Employment Services through Texas Office of Refugees.
The Assistant Director will act as the compliance officer for the programs and will ensure successful monitoring for internal and external monitoring from RS funders. In addition, ensure successful, and timely integration and self-sufficiency of refugees and help lead the Community Engagement efforts to promote IM's work within the community.
This position will also build and maintain strong relationships with key program stakeholders, including funders, community partners, and faith communities while focusing on managing current and developing new resources within the community to support refugees.
Main Responsibilities
  • Provide high-quality operational recommendations to the Refugee Services Director.
  • Ensures that IM's services to refugees are culturally appropriate, individually tailored, and supportive of client self-sufficiency.
  • Participate in strategic planning activities pertaining to assigned programs, that expand or deepen services to the RS client base.
  • Lead the preparation for all IM internal and external monitoring for program areas.
  • Ensure all assigned programs operate according to program guidelines.
  • Ensure compliance for all program activities including client eligibility, service provision, direct assistance, documentation and record-keeping, procurement, staff and volunteer training, and other contractual compliance requirements.
  • Identify opportunities for cost reduction, donated goods and services, and other strategic sourcing. Ensure full and proper utilization of funding pertaining to assigned programs.
  • Create, track, and report on program metrics and operational goals. Ensure that goals and processes promote continuous quality improvement.
  • Become familiar with and remain current on assigned RS contracts, regulations, MOUs, funders, and other key partners, and issues affecting the refugee population.
  • Hire, develop, and manage program staff. Ensure that staff are adequately trained and supported, has the necessary resources, meets expectations in key goal areas, and provides high-quality client service.
  • Develop and lead local, regional, and national partnerships/associations related to RS. Advocate for refugees and issues related to refugees.
  • Build productive relationships with other key IM departments such as IRCP, Development, Communications, HR, and Finance. Serve as a key RS representative on cross-functional teams and projects.
  • Coordinate with IM's Communications department to supply refugee information for traditional media promotion and electronic media activities.
  • Develop, maintain, and deepen relationships with faith, community, civic, ethnic, and neighborhood groups to support IM's Refugee Services activities.
  • Research, develop, submit, and/or support fund raising opportunities for Refugee Services programs that the Assistant Director oversees.
  • Design and conduct outreach strategy to enroll clients in CMA and Employment programs.
  • Provide information, referral, and hands-on assistance to clients to resolve variety of needs.
  • Develop and create new partnerships with community organizations that provide direct services to clients to eliminate barriers to self-sufficiency.
  • Ensure compliance of CMA and Employment programs with contract guidelines.
  • Direct and supervise volunteers working in CMA and Employment programs.
  • Direct CMA and Employment leadership staff in provision of services and daily activities.
  • Develop and maintain processes for quality control to ensure case files of each client are up to date and ensure program compliance.
  • Prepare and submit reports as requested by donors and funders for CMA and Employment programs.
  • Attend appropriate meetings pertaining to community volunteer activity.
  • Provide language interpretation as required.
  • Perform other duties as assigned by the supervisor.
Qualifications, Skills & Experience
  • Bachelor's degree is required, master's preferred.
  • Two years of experience working with refugees and immigrant populations, or other vulnerable populations preferred.
  • Two years of experience supervising employees.
  • Fluency in one of the refugee languages (Arabic, Spanish, Nepali, Kiswahili, and Burmese) preferred.
  • Proficient in the use of Microsoft Office and experience with developing applications and databases.
  • Proficient computer skills including word processing.
  • Strong written and verbal communication skills.
  • High degree of independent judgment.
  • Experience managing government funding preferred.
  • Excellent analytical skills and ability to make decisions quickly with attention to accuracy, detail, and context.
  • Commitment to teamwork, collaboration, and accountability.
  • Must enjoy working with culturally and ethnically diverse staff, clients, and volunteers.
  • Must be able to work a flexible schedule including some weekends.
  • Must have an automobile, valid driver's license and automobile liability insurance.
