Mission: Lake County Free Clinic (LCFC) exists to address the unmet healthcare needs of the residents of our community through the provision of quality medical and dental care.

Lake County Free Clinic is seeking an experienced Executive Director who is able to lead the organization with excellence. The ideal candidate will be a motivational leader with a proven track record of success in nonprofit management. They will be a strategic thinker who is able to achieve the organization’s goals and balance short-term needs with long-term planning. They will have excellent communication skills and be able to represent the organization to a variety of audiences.
The Executive Director is responsible for executing the mission, vision, administration and operations of the Lake County Free Clinic in line with the strategic direction of the Board of Trustees. This includes the execution of all programs and services of Lake County Free Clinic, including but not limited to donor development, fundraising, procuring grants, program development, financial management/accountability, policy development/review, and staff supervision. As a mentor to staff, the Executive Director will motivate and empower the team to achieve their best work.
In addition to their operational responsibilities, the Executive Director will be a passionate leader who inspires others to engage with the organization’s mission. They will work closely with the Board of Trustees to ensure that the organization is fulfilling its mission and serving its constituents effectively. The Executive Director will also be responsible for cultivating and maintaining relationships with key stakeholders, including donors, partners, community agencies and as well as city, state and national leaders.
Essential Duties and Responsibilities
Financial/Funding:
- Directs, coordinates and monitors all fiscal operations of the agency.
- Administratively responsible for all accounting functions, i.e., payroll, tax reports, bills, purchasing, bank accounts (savings, checking, money markets, mortgage, etc.), fee collections, audits/financial reviews.
- With assistance of the Board Treasurer, develops, maintains, and implements the Board-approved budget to ensure sustainability and adequate reserves.
- Updates Board of Trustees with monthly fiscal report regarding current clinic financial status in relation to annual budget.
- Ensures that all reports to the Board are timely and explainable.
- Assures that all Federal, State and Local financial reporting is completed on a required basis.
Management:
- Oversees the administration of all programs and services provided by the Lake County Free Clinic providing assessment, vision, policy development, participation and assurance of effectiveness of the programs.
- Develops, reviews and revises policies and procedures annually as necessary to direct the clinical and administrative functions of the agency. Revision of the administrative and clinical functions are subject to the approval of the Board of Trustees.
- Coordinates and oversees the delivery of all clinic services. Continually assess client needs, services output, and quality programming to identify and propose new services based on the community need as well as terminate services no longer meeting the community needs in conjunction with the Board of Trustees.
- Develops and implements short- and long-term strategic plans in conjunction with the Board of Trustees.
- Participates in all Board meetings and committee meetings as needed and appropriate. The Executive Director is ex-officio, non-voting member of the Board of Trustees.
- In consultation with the Board Chair, assists in the preparation of the Board agenda in advance of meetings.
- Functions as Director of Personnel in conjunction with the Board of Trustees. The Executive Director will direct and evaluate personnel functions including performance evaluations, salary adjustments, recruiting, job descriptions etc., subject to review by the designated committee of the Board of Trustees.
- Oversees and is available to staff during clinic sessions.
- Holds regularly scheduled staff meetings and documents accordingly.
- Ensures ordering and availability of appropriate equipment, supplies, medications for medical and dental clinics.
- Maintains compliance with the Ohio Pharmacy Board in regard to security and handling of pharmaceuticals, including the ordering, proper storage, temperature control and inventory of on-site pharmaceuticals.
- Identifies, monitors and recommends appropriate liability coverage for staff, Trustees, and volunteers.
- Assures that organizational policies are carried out, by implementing programmatic policies, procedures, protocols and quality assurance guidelines approved by the Board.
- Develops and maintains all required forms and statistical reports as needed and required in conjunction with staff (i.e., grants, risk management, quality assurance, annual patient satisfaction survey, etc.)
- Ensures compliance with HIPAA and HITECH requirements, including self-reporting records and audits.
- Ensures compliance HRSA Risk Management and Quality Assurance requirements for FTCA liability insurance.
- Ensures compliance with OSHA and Ohio legal/workplace/medical requirements.
- Receives/documents and responds to client and community acclaim/grievances regarding clinical services.
- Maintains and oversees the clinic’s grounds, buildings and equipment to ensure that a workspace is safe and functional. Duties include negotiating contracts with service providers, inspecting facilities to meet safety regulations and coordinating renovations and updates.
- Other duties as assigned to support the efficient management of the Lake County Free Clinic.
Development and Public Relations:
- Responsible for the successful execution of the budget and all related development activities which includes, but is not limited to:
- Develops along with the Board, the annual organization goals and objectives including fund development activities.
- Maintains existing donor relationships.
- Implements fundraising activities.
- Performs grant research and writing grants to completion, serving as the primary grant writer and contact.
- Introduces new potential donors to the clinic (corporate, individual, organizational etc.).
- Secures funds to assure the clinic has sound financial base and can grow as necessary. Actively identifies and pursues funding sources in support of agency activities (i.e., grant writing, United Way, Foundations, city, county, state and federal fund, fees, donations and other proposed activities).
- Establishes and maintains contact with a variety of other health-related and community agencies in the service area to promote the programs and services of the Lake County Free Clinic.
- Effectively represents the organization to the public, local and state leaders and other community agencies. Promotes a positive organizational image and reputation to ensure adequate community representation.
- Produces and distributes an Annual Report to the funders, donors, community leaders and community members.
- Collaborates with other nonprofit organizations and promotes partnerships as appropriate and beneficial to the community and to Lake County Free Clinic.
- Provides community education for services offered by the clinic.
- Attends community meetings and events. Actively engages in community relations, networking with other organization, community partners and leaders.
- Maintains/requires professional competence of self and staff through on-going education and professional development.
Qualifications and Education Requirements
- A master’s degree in public health administration, Health Care Administration, Social Service Administration, or a related degree is preferred. A bachelor’s degree and equivalent work experience will be considered. A minimum of two years’ experience in agency management is preferred.

- Strong technical skills and computer literacy; proficiency with Microsoft Excel, Word, PowerPoint and experience in using data to tell a story.
- Knowledge of the community, services and resources.
- Experience working with diverse populations.
- Awareness of the impacts of cultural diversity is necessary.
- Experience in a healthcare setting and comprehensive understanding of the healthcare delivery system.
- Demonstrated experience in fundraising and donor development.
- Strong grant-writing background/experience including cultivating new grant opportunities.
- Working knowledge of organizational governance, including writing and reviewing policies and procedures.
- Working knowledge of nonprofit financial management and budgeting.
- Ability to work collaboratively and to motivate staff.
- Ability to work collaboratively with Board of Directors, donors, sponsors, and other stakeholders.
- Respect for confidentiality and empathy to patients served.
