Job/Position DescriptionUnder the direction of the Deputy Chief Information Officer (DCIO) of Administration and Finance (AandF), the Management Analyst V is responsible for performing highly advanced (senior level) professional administrative, analytic, planning, strategic, and advisory work for Information Technology (IT). The position will support the DCIO AandF in the development and managing of IT administrative functions, organizational development and strategic planning.Develops briefing documents, reports, and presentations for IT leadership. Communicates with IT executive leadership, both orally and in writing. Collaborates with team members across IT to foster a meaningful staff culture. Participates in project meetings, strategy sessions, etc. with IT staff and other internal and external stakeholders. Represents IT on internal and external work groups and meetings. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.Essential Job FunctionsResearches and evaluates organizational issues and challenges. Makes and justifies recommendations for alternative, innovative, and creative solutions to identified issues. Conducts business process analysis, and data interpretation and analysis. Interprets historical, current, and projected performance, and other relevant data to identify problems, root causes, and areas for which procedural or system changes are indicated. Examines current and historical policy and analytical reports for relevancy and potential benchmarking.Plans and leads the development, implementation, and execution of special projects and other initiatives designed to achieve the overall mission, goals, and objectives of IT. Utilizes project management concepts, templates, and processes. Defines study scope, purpose, objectives, time frames, risk mitigation, key metrics, financial impact, potential savings, and resource requirements. Collaborates with IT areas to develop and implement project plans. Develops, plans, and implements multiple research, evaluation, and implementation projects simultaneously. Advises executive leadership of project status, milestones, progress, and challenges encountered.Collaborates and communicates professionally and effectively across business functions and with staff, project teams, and external stakeholders to gather data, review findings, and see initiatives through to completion. Exhibits excellent verbal and written communication skills to develop high quality, well-written memos, documents, and presentations for communicating research, findings, and recommendations to executive leadership.Collaborates with team members across the division to foster a meaningful staff culture. Coordinates planning of events and activities that foster a sense of community among employees. Generate reports and presentations summarizing progress on engagement initiatives, and overall success metrics. Communicate findings to relevant stakeholders and make recommendations for continuous improvement.Participates in project meetings, strategy sessions, etc. with IT staff and other internal and external stakeholders. Represents IT on internal and external work groups and meetings.Performs other duties as assigned.
