The Business Developer and Capture Management Associate, Federal Civilian is in a critical position within the Zolon Tech Federal Civilian Business Unit, supporting a wide variety of agencies within the Federal Government with a focus on Health IT. The candidate will be joining a highly successful team of business development, capture, and operations leaders focused on organizational growth. A successful addition to our team must have a demonstrated history of positioning to win and leading pursuit teams through a full business-winning life cycle.

In addition to the competitive spirit, you will need to bring the ability to assess the competition, develop and refine your understanding of customers' most important needs, and create and lead a winning strategy through to contract award.

Responsibilities:

Support effective win strategies and capture plans to grow new business. Help build a new business pipeline aligned with the business unit operating plan. Leverage industry-leading market intelligence tools for additional insight and understanding. Support assigned opportunities through the business development lifecycle, including gate reviews.

Identify and understand new opportunities before RFP release through customer and teaming partner engagement. For existing customer BPAs and IDIQs, identify and understand task order opportunities before release through customer and teaming partner engagement. Understand company/bid strengths, weaknesses, opportunities, and threats. Identify qualified teaming partners and prepare detailed competitor analyses.

Assess market potential for existing markets and assist in the development of investment plans to penetrate new or lateral markets.

Support capture strategy, win themes, customer hot buttons, discriminators/differentiators, and ghosting techniques and use them throughout the proposal. Leverage and grow industry and customer network, attend relevant industry days and conferences, and market company capabilities and services. Be thoroughly familiar with and maintain a strong understanding of our services and capabilities, strategic partnerships, past performance, and past responses.

Establish and maintain effective working relationships within the department and other capabilities Units within the Company.

Qualifications:

Bachelor's Degree and 4+ years of experience supporting Federal business development and capture management within Federal Civilian/National Security/Law Enforcement markets.

Success in supporting multiple captures simultaneously at various stages of the opportunity lifecycle.

Experience supporting identification and capture of BPA/IDIQ task order opportunities.

Demonstrated understanding of GWACs, contract types (non-IDIQ, IDIQ - single/multiple award contracts), and payment types (e.g., FFP, T&M). Knowledge of Federal Acquisition Regulations (FAR).

Confidence and experience dealing with executives; ability to work efficiently in a fast-paced, time-sensitive, and often multi-tasking environment.

Excellent interpersonal, oral, written, and presentation communication skills.

Experience with Shipley or other capture methodologies and leading teams through complex captures with in-depth stakeholder reviews

Flexible to work and support teams through remote or in-office, based on opportunity requirements and business needs.
