Statement of Primary Purpose
Chief academic, student services, and continuing education officer. Serves as the college's senior level administrator for academic, student services, and workforce continuing education. Responsible for the planning, organizing and supervising of campus instructional programming and student services initiatives. As such, provides leadership for all programs and services that support student achievement of educational goals from inquiry through graduation. Performs work in accordance with the stated mission, vision, and core values of Southwestern Community College.

Essential Functions and Responsibilities

  • Provides vision, executive leadership, and senior advisement to divisions of instruction and student services, to include the supportive areas that also report through these departments such as Library Services, Teaching and Learning Support, CCP, CCR, Student Life and Wellness, Student Conduct, Financial Aid and others.
  • Provide strategic direction for credit/non-credit academic programs, ensuring alignment with college's mission, accreditation standards, and community needs.
  • Contribute to the development and execution of the college's strategic plan, with focus on academic and student success outcomes. Lead data-driven assessment and improvement initiatives for academic programs and student services.
  • Direct, supervise, and contribute to hiring, development, and evaluation of employees within stated divisions.
  • Ensure compliance with all college, state and accreditation requirements for both the instructional and student services departments.
  • Develop and implement new initiatives, curricula, delivery formats, programs and services in response to market and community needs.
  • Provide oversight of instructional processes including program development and review, instructor evaluations, course scheduling, technology, program licensure and certifications, assessments of learning, and employee professional development.
  • Implement the Student Code of Conduct ensuring compliance with the policy and student rights.
  • Plan annual advisory council meeting and ensure that departments obtain and use advisory council input in consideration of program reviews, revisions, and development.
  • In collaboration with the Director of Enrollment Management, foster articulation agreements with four-year colleges and universities.
  • Ensure smooth implementation of college policies and procedures regarding employee and student rights and complaints. Maintain environment of equity and respect for others.
  • Annually develop (in conjunction with the Registrar) and recommend to the President and Executive Council an academic calendar, schedule of courses and college catalog.
  • Participate in creating, implementing and interpreting of institutional policies and procedures to ensure they are consistent with the requirements of the state of North Carolina, NC Community College System, Federal Government, Jackson, Swain, Macon Counties, the Qualla Boundary and other governing agencies.
  • Provide direct and indirect support to the SCC Board of Trustees including providing updates relevant to student enrollment, financial aid, and admissions information.
  • Lead and manage division's budget processes: planning, administering, monthly budget reviews, and recommend budget revisions. Reconcile budgets with departments and the Business Office.
  • Contribute to the college-wide planning and decision making; work in collaborative manner with the President's Executive Cabinet to formulate work of the College.
  • Represent the College at appropriate meetings, activities, conferences, and other outreach efforts. Participate in regional, statewide, and local initiatives that support student success and college-wide efforts.
  • Identify opportunities for student engagement, programming opportunities and career/job opportunities with local businesses.
  • Ensure all student support services are provided on behalf of the College and in support of student success.
  • Provide leadership for management of resources - both human and fiscal.
  • Lead by example with professionalism, shared leadership, teamwork, competence, high ethical standards, open communication and participation in College and community events.

Additional Duties and Responsibilities

  • Serve on state advisory councils and associations for the betterment of the college and in service to the North Carolina Community College System.
  • Other duties may be assigned as deemed appropriate and/or necessary by the College President.

Minimum Qualifications
Education
Required qualifications:

  • Master's Degree in a related field.
  • 5 years of progressive and successful community college experience to include the following:
  • Postsecondary teaching experience.
  • Student recruitment and success initiatives.
  • Curriculum instruction as a director, dean or department chair.
  • Budget development and management.
  • Strategic planning.
  • Academic scheduling.
  • Faculty credential and professional development.
  • Demonstrative success as a people leader and advocate for student needs and college instruction through shared leadership.
  • Ability to perform several tasks at once and prioritize workload.
  • Excellent interpersonal and communication skills.
  • Excellent oral and written communication skills.
  • Preferred qualifications (meet all minimum qualifications, plus)
    • Doctorate degree in a related field.
    • Community College teaching experience.

    Knowledge and Skills

    • Administrative experience of the division chair/dean level.
    • Teaching experience and a knowledge of and commitment to the community college.
    • Experience using Google Suites, Microsoft Office, large databases such as Colleague.

    Physical Demands
    Typical office environment, frequent travel between buildings on main campus, other centers or off campus to attend meetings and conferences. Frequently listening to and talking with faculty, staff, and students in person, by phone, or through email.

    Licensing Requirement
    Valid NC driver's license.

    Working Conditions and Environment
    Office, campus, community environment. Overnight travel to industry-related conferences and training as necessary.

    Equipment Operation
    Office equipment including computer with appropriate software applications.
