The Dane County Public Safety Communications (PSC) Department in Madison, Wisconsin, is recruiting for a full-time (1.0 FTE) Public Safety Communications Technical Services Manager position. The Eligibility List created may be used to fill future vacancies over the next six (6) months.

DEFINITION

Under the general supervision of the Director of Public Safety Communications (PSC), the PSC Technical Services Manager ensures that technology resources complement the operational effectiveness of staff in responding to public requests for emergency and non-emergency assistance. Leading a team of information technology (IT) professionals, this position identifies specific needs for technology, manages multiple projects and assists partnering agencies and stakeholders in ensuring interfaces meet the needs of the public, reducing response times and mitigating errors that may contribute to the loss of life or property.

EXAMPLES OF DUTIES

  1. Supervise and evaluate Public Safety Information Technology (PSIT) staff.
  2. Budget, procure, install, test, coordinate, maintain and manage other significant systems internal to the Department.
  3. Coordinate system-related Department Continuity of Operations efforts, including Cybersecurity.
  4. Manage PSC’s various technology contracts.
  5. Meet regularly with PSC’s partnering agencies and vendors to maintain alignment with various technology interfaces.
  6. Identify opportunities to improve business processes and devise plans to implement these changes through the use of technology.
  7. Create long and short-term plans for technology resources and programs, including setting targets for milestones, adhering to deadlines, and allocating technology resources.
  8. Delegate tasks on projects to staff best positioned to complete the tasks.
  9. Coordinate system training with internal staff.
  10. Maintain oversight of the operability and maintenance for telephone, computer aided dispatch (CAD) and land mobile radio systems.
  11. Supervise the installation of systems and upgrades.

EDUCATION, TRAINING AND EXPERIENCE

Any combination of education, training and experience equivalent to a Bachelor’s degree in Computer Science, Computer Information Systems, Business Administration, Public Administration, Management or a related field, Project Management Professional (PMP) preferred. Must also possess a minimum of five (5) years of progressively responsible experience in an information technology management capacity with oversight of various types of technology, such as telephony, networking and radio/communications.

SPECIAL REQUIREMENTS

Incumbents must possess Advanced TIME System certification within 90 days of hire. Ability to work nights, weekends and holidays with limited notice. Ability to arrive at work locations at required times and despite weather or other challenges.

PHYSICAL AND ENVIRONMENTAL WORK REQUIREMENTS

Office and PSC center environment. Normal office physical demands. May require the lifting of heavy objects (computer/network equipment, etc.). Manual dexterity using fine and gross motor skills. Good visual acuity and hearing with or without corrective devices.

Extensive knowledge of 9-1-1 telephony, public safety CAD and public safety land mobile radio systems. Knowledge of Federal Communication Commission (FCC) public safety rules and regulations. Strong written and oral communications skills to include public speaking. Strong project management skills. Ability to prioritize and manage workload consisting of multiple projects. Proven history of managing client and stakeholder relationships.
