Summary: The Director, Estimating is responsible for the overall project pursuit management including estimating, pricing strategy, solicitation and procurement of sub-contractors, vendors, and materials, contract development and negotiation, and project controls. The position provides leadership, training, and mentoring for estimating, procurement, and controls teams. Works with clients, architects/engineers, subcontractors/ suppliers to develop construction projects; analyzes construction documents, specifications, proposals, and other documentation to prepare material, equipment, and labor estimates for projects.

Essential Duties and Responsibilities:

  • Leads estimating team to build profitable price proposals consistently.
  • Receives and initiates responses to RFPs, RFBs, and RFQs from throughout the company.
  • Manages the pursuit process including scheduling, managing, and synchronizing project kick-off, document review, in progress reviews, Go-No Go analysis, and final bid reviews and submissions.
  • Leads the estimating process to generate accurate take-offs to generate internal estimates.
  • Builds organizational skills at estimating and bidding hard bid, lump sum, unit pricing, negotiated pricing in both at-risk and professional services pursuits.
  • Conducts market research, builds partnership strategy, manages solicitation of subcontractor and supplier bids, and interfaces with their representatives to receive responsive bids to conduct bid leveling.
  • Develops and implements cost risk management techniques.
  • Scopes and tabulates subcontractor and supplier bids for conformance with bid documents to aid in determining the value of the work.
  • Responsible for sound conceptual pricing assumptions with sound documentation for the basis of the estimate.
  • Analyzes, integrates, and utilizes advanced estimating and business to business software to optimize and enhance processes.
  • Interfaces with other individuals in the organization to obtain support and commitment of the cost estimates.
  • Assists with prospects/clients contact to obtain bids and confirm pricing.
  • Identifies cost trends to assist management in cost reduction and process improvement efforts.
  • Participates in outside industry organizations.
  • Manages preconstruction efforts on assigned projects. Coordinates the efforts of the design team on design-build projects.
  • Exercises initiative or, as directed, performs additional duties to meet the needs of the organization.
  • Builds an estimating profit center that generates sales to clients requiring budgeting and estimating support.
  • Leads the procurement team responsible for managing the market research, solicitation, qualification, and contracting / buying out of Sevan partners.
  • Solicits and builds relationships with business partners, vendors, and subcontractors.
  • Manages the partner qualification process and establishes / manages a partner database that generates performance reports on Sevan partners.
  • Partners with the project team to buy out subcontracts that meet or beat budget targets.
  • Develops, negotiates, and oversees subcontractor and vendor agreements and contracting.
  • Leads handoff to Project Management team.

Lead Project Controls:

  • Leads the controls and coordinator team responsible for developing and managing project management information systems (PMIS) that enable the company to control project scope, schedule, budget, quality and safety.
  • Leads and manages the project controls meeting rhythm to review project, team, and company level key performance indicators.
  • Institutionalizes software tools to gain efficiency and cost control.
  • Builds dashboards and tools effective at controlling multi-site programs to provide real time visibility on earn value, profitability, and other key indicators.
  • Manages and facilitates processes to ensure profitability pre, during, and post project/program.
  • Conducts postmortem processes and provides advice on sustainable path forward to increase efficiency and efficacy.

Qualifications:

  • Bachelor’s degree in Civil Engineering, Architecture, or Construction Management; A minimum of fifteen (15) years of experience in commercial/retail construction, including a blend of project management and estimating roles, with at least 10 years dedicated specifically to estimating; or equivalent combination of education and experience.
  • Dynamic personality with strong leadership skills.
  • Possess a high attention to detail and utilize a process-oriented approach.
  • Full understanding of commercial and retail construction means and methods.
  • A history of producing accurate onscreen take-offs, estimates, and proposals.
  • Experience auditing the completeness and accuracy of other team member’s take-offs, estimates, and proposals.
  • Experience with ProEst is preferred.
  • Demonstrated proficiency with technical/professional writing.
  • Initiative, skill, and personal commitment to concurrently manage multiple projects and details, follow up, and complete tasks and projects.
  • Ability to communicate effectively with local and remote staff from various disciplines or teams.
  • Willingness to work in non-standard business hours as needed for proposal response and review timelines and willingness to travel occasionally.
  • Ability to manage multiple task orders simultaneously.
  • Ability to work in a fast-paced environment with competing priorities, conflicting deadlines, changing instructions, and strong personalities.
  • Experience with federal and state government, DoD RFPs, RFIs, RFQs, and related solicitation documents.
  • Proficient in standard estimating technology such RSMeans, Bluebeam, etc., and Microsoft Office Suite.
  • General knowledge and use of computer-based programs such as Primavera P6, Microsoft Project, Procore, Revit, Microsoft CE, Smartsheet, Egnyte, MS Publisher a plus.
  • Cost Estimating certification strongly preferred or equivalent certification training.
