A Non-Merit vacancy exists in the Police Department, Professional Standards Bureau/Training Section.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties
Assists the Training Commander (Captain) by collaborating with and facilitating the efforts of Academy instructors to design, develop, and deliver training programs for the Baltimore County Police Department's Training Academy. The training programs are inclusive of Entrance Level, Continuing Education, Professional Development, and Firearms instruction delivered to students who include non-sworn recruits, sworn officers, professional staff, and civilians.
  • Facilitates the design, development, and delivery of curricula for all training programs.
  • Advances learning efficacy through incorporation of best practices derived from evidence-based pedagogy.
  • Evaluates standardized assessments to ensure curricula is aligned with the Maryland Police and Corrections Training Commissions objectives.
  • Provides data that will inform instruction and ensure what is learned is applied appropriately.
  • Coordinates and conducts systematic and routine assessments of instructors, lesson plans, and instructional material to measure, and plan for continuous improvement.
  • Designs and administers a comprehensive professional development plan for all instructors.
  • Builds and promotes a culture of sharing effective practices among instructional staff.
  • Facilitates cross-class observations, co-planning sessions, and ad-hoc meetings as necessary.
  • Serves as a consultant to instructors in matters of classroom management, teaching methods, and general Academy procedures.
  • Advises the Training Commander and Unit Commanders on coordinated delivery of all training programs on an annual basis.
  • Manages partnerships with local colleges and universities, as well as internal and external subject matter experts and vendors, to deliver training.
  • Assists with the review, selection, and purchase of training materials.
  • Consults with training section leadership to improve assessment and selection of prospective permanent, ad-hoc, and guest instructors.
  • Seeks out and researches new educational technologies, equipment, facilities, resources, and techniques.
  • Provides recommendations on utilities within Academy programs.

Qualifications
Graduation from an accredited college or university with a master's degree in criminology, criminal justice, education, public administration, or a related field. (Additional experience teaching in an institution of higher learning, or teaching experience in a police and/or military setting may be substituted on a year-for-year basis up to a maximum of two years for the required education.)
Plus
Five years of continued academic teaching experience in an institution of higher learning with a preference for experience in police and/or military instructional settings.
Preferred certification
Teaching certification from the Maryland Police and Correctional Training Commission.
Knowledge, Skills, and Abilities (Entry Level)
  • Thorough knowledge of training theories and practices.
  • Thorough knowledge of evidence-based teaching and assessment methods.
  • Knowledge of organizational planning methods and policy development.

Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
