Location: This position is hybrid, based in Lanham, Maryland. Candidates must be local to Lanham, MD or willing to relocate.

Role:

Delmock Technologies Inc. is seeking a Project Manager to help transform our federal client’s organization and accelerate mission execution through emerging and disruptive technologies, innovative business models, retooled program operations and industry-driven solutions.

Responsibilities:

  1. Collaborates and communicates the system level solution through engagement with various stakeholders including IRS AD tech advisors and management, ES, Cybersecurity, Privacy Office, Product Owners, Release Managers, OLS, and PMOs.
  2. Identifies and ensures the solution includes critical interfaces.
  3. Identifies, documents, and estimates effort/time associated with implementation tasks.
  4. Identifies and documents constraints, dependencies, and assumptions.
  5. Identifies, documents and works to mitigate risks.
  6. Develops actionable plans for work sequencing, including milestones and high-level activities appropriate for inclusion in program level integrated master schedules (IMS).
  7. Represents AD at various technical and program level meetings, including providing progress/status against assigned action items and deliverables.
  8. Produces concise and complete meeting minutes, necessary for AD leadership to understand meeting outcomes and act/provide guidance as required.
  9. Ensures story boards, epics, user stories and associated tasks are clearly, concisely, and completely defined so that they are actionable, scopes do not overlap and Agile INVEST criteria is met.
  10. Ensures the architectural, engineering, and detailed design approach to implementing stories complies with enterprise and program level requirements, including those specified in IRS IRMs, Non-Functional requirements (example: IRS RPLRs), Guardrails, etc.
  11. Ensures all non-functional requirements are considered from product inception and are met at each stage of the SDLC.
  12. Assists with technical code demonstrations, validation of peer code, and production hardening checklists.
  13. Identifies, organizes, and leads technical stakeholder elaboration discussions to ensure the solution meets business needs.
  14. Produces PowerPoint decks and other work products that assist in explaining concepts, presenting alternatives, “selling” concepts/approaches, and documenting decisions.
  15. Identifies root cause of production incidents, writing user stories, leading the development of code, and driving delivery of incident resolution to deploy and validate production incidents.
  16. Works with production support to review production performance data and identify technical debt. Writing stories and assisting in prioritizing technical debt in the O&M backlog.
  17. Leads the development of technical debt stories.
  18. Works with Solution engineering to review production performance data to improve system performance.
  19. Ensures there is alignment between stories and production KISAM tickets.
  20. Prioritizes stabilization and filing season readiness stories correctly, based on direction from AD management.

Minimum Requirements:

  1. Bachelor’s degree in computer science, Information Technology, or a related field.
  2. 8+ years of experience leading and being familiar with analyzing, scoping, solutioning, planning and performing as a technical, cross-team lead for large scale complex digital/web solutions.
  3. Ability to perform all roles and responsibilities of a Full Stack Developer.
  4. Ability to quickly understand the Enterprise infrastructure (including all back-end legacy and modernized systems) and interfaces between systems. Where documentation on these systems is incomplete, document this information in an IRS-hosted OneNote (or other common documentation repository) to facilitate future understanding.
  5. Ability to act as a systems analyst and direct the program-wide teams as necessary.
  6. Ability to understand integration points and architecture, assist with troubleshooting, and make recommendations for enhancements.
  7. Experienced in working across the entire SDLC.

Required Clearance:

  • IRS MBI (Minimum Background Investigation) Clearance.

Highly Desired:

  • PMI, Project Management Professional (PMP) Certification.
  • Experience using tools including Rational Team Concert, Microsoft Project, IRWorks, etc.
