Engineer II

General Statement of Job
Under general supervision of the designated supervisor, this position manages the planning and development of assigned capital projects, including, roads, trails, sidewalks, and drainage projects, ensuring compliance with all applicable policies, procedures, contracts, specifications, schedules and standards. Works with grant programs assisting in providing all necessary engineering requirements to comply with grant administration. Manage staff of drainage technicians and inspectors. Assist with oversight of the stormwater utility programs, all Environmental permits including NPDES & NRP permits, FEMA floodplain management & CRS programs, various drainage concerns & projects and other assigned duties as needed.
Specific Duties and Responsibilities
Essential Functions :
Reviews and issues Right of Way Permits from Developers and Homeowner's Associations for subdivision and commercial improvements (Landscaping, irrigation, lighting and signage, etc.) within City Rights of Way.
Reviews and issues Right of Way Utilization, Underground Utility, Excavation/Fill/Mass Grading Permits from individual contractors to install/construct roadway improvements, commercial driveways, sidewalks, storm drainage, water, sewer, fire lines and to import and /or export clean fill material to approved subdivisions and commercial sites.
Responds to complaints and information requests from various sources pertaining to permit issues and explains applicable City Code, permitting process and fee schedule, where applicable.
Receives and prepares material for approval of Right of Way and Underground Utility Permits, calculate fees, process and issue permits in a timely manner.
Reviews final construction plans and engineering reports for subdivisions, commercial and industrial projects for compliance with City Codes & Regulations.
Reviews and analyzes (a) stormwater management systems associated with residential commercial and industrial development, (b) drainage studies to establish 100-year flood elevations and (c) master stormwater analysis.
Assists in review of DRC projects for compliance with City Codes & Regulations.
Reviews Environmental Site Assessments for compliance with ASTM Standards and City Subdivision Regulations.
Assists with preparation of DRC reports/comments, review Land Use Plans, Development Plans, Preliminary Subdivision Plans, Development of Regional Impacts reports, and subdivision determination appeals, as necessary.
Visits sites to determine actual field conditions of projects under review.
Meets with consulting engineers, contractors, citizens, and other governmental agencies to explain City Code, policies, and other related questions; prepares written responses to questions, inquiries, and problems, as necessary.
Supervises staff engineering technicians, including preparation of employee performance reviews, delegation and oversight of work and training of staff engineers.
Participates in public meetings and hearings which includes making presentations to the public and decision-making groups as well as responding to inquiries from citizens. (Public meetings are typically held during the evening).
Provides general assistance to other engineers regarding field operations, storm water systems review, traffic systems, site plan review, etc.
Reports to supervisor regarding review of project costs/funding, grant compliance conditions, grant funds available, consultant budget and project status including deadlines and milestones.
Processes grant paperwork and assists in audits of required grant information and site visits.
Recommends approval of invoices for consultants. Issues requests for proposals and qualifications.
Minimum Education and Training
Requires a bachelor's degree in civil engineering or related field with a minimum of 4 years of experience in public works/engineering project management and/or development review. Certifications in Floodplain Management and Storm Water Erosion Control are a plus but not required. Must possess and maintain a valid state of Florida driver's license. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job.
Minimum Qualifications and Standards Required
Skill Requirements:
Has thorough knowledge of the methods, procedures and policies of the Public Works and Engineering Department as they pertain to the performance of duties of the Engineer II. Has thorough knowledge of the organization of the Department and of related departments and agencies. Has considerable knowledge of the functions and interrelationships of the City and other governmental agencies. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has comprehensive knowledge in the areas of civil engineering and construction, transportation planning, stormwater managements, regulation of private and public development, etc., as applied to municipal public works projects and programs.
Is able to analyze and critically evaluate the best solution for a design problem or goal. Is able to draw construction plans. Is able to understand basic concepts of land conveyance, easements, legal descriptions, legal documents, etc. Is able to supervise and coordinate multiple projects with multiple people. Is able to read and interpret surveys and construction plans, and to perform minor field surveys. Has thorough knowledge of related equipment, tools and materials.
Has comprehensive knowledge of all applicable codes and regulations, and is able to ensure compliance with such in all department projects. Has knowledge of bidding procedures and contract administration. Is able to make sound, educated decisions. Has the ability to plan and develop daily, short- and long-term goals related to City purposes.
Has the ability to offer assistance to co-workers and employees of other departments as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to plan, organize and prioritize daily assignments and work activities. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has comprehensive knowledge of the terminology and various professional languages used within the department.

Physical Requirements:
Must be physically able to operate a variety of machines and equipment including a computer, telephone, calculator, survey instruments, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time and performing light manual labor. Must be able to lift and/or carry weights of up to twenty pounds.
