Job Purpose
National Grid is looking for a Head of Portfolio & Regulatory Management. The position will be a key Leader of the Portfolio Management, Investment Planning and Regulatory function reporting to the VP, CIO of Strategy & Results management. This team will drive transparency, accountability, and an integrated end-end investment and portfolio management with oversight with tight alignment and tracking of regulatory commitment. The role will have responsibility of managing the Global IT&D portfolio and investment planning functions. Additionally, provide broad thought leadership and oversight across the organization as it relates to regulatory activities. Collaborate cross-functionally and exert significant external influence with regulators and other key stakeholders in the development of key arguments to ensure the delivery of successful outcomes.
Key Aspects
- Creation of full-blown investment plans & regulatory recovery strategy on how to communicate and achieve IT&Ds advancement that sets bold aspirations grounded in a concrete plan.
- This multi-dimensional investment plans & regulatory recovery strategy will include:
- Create documents and presentations to communicate the actionable, multi-dimensional investment plans & regulatory recovery strategies with senior IT & business leadership within National Grid.
- Partner with IT & Business leadership across US and UK to define North stars that will drive our portfolio investment plans; including transformational programs.
- Working with US, UK CIO’s, IT Business Partners, Architecture and Delivery leads to define key transformation, foundational and process capabilities that needs to be funded to align with our North Star vision.
- Define metrics to measure performance of these programs based on benefits delivered across multi-year roadmap working with IT Financial Management (ITFM) team within IT Business Office.
- Factor in affordability lens by managing the Regulatory teams and partner with the CIDO teams to create multi-year Strategic Business Plans.
Key Accountabilities
This role requires the ability to work seamlessly across all Business and IT teams, to influence and manage indirectly up and down the organization with strong collaboration skills. A comprehensive working knowledge across various IT teams, functions and people is critical to success in this role. This role also requires familiarity with the bi-modal IT&D portfolio including initiatives within the portfolio aligned to regulatory commitments. Responsible for monitoring and overseeing holistic executive level portfolio and program tracking and reporting.
This position also requires the ability to develop and maintain productive, trusted relationships with customers and regulators, manage reporting to the regulators, influence the regulators on matters of common interest to ensure the best outcome for the business; this includes the development and implementation of processes to quickly respond to specific requests for consultation/responses to proposals, and attendance at working groups.
Additionally, ensure legislative and regulatory changes that impact the business are understood, communicated, and implemented in accordance with license requirements.
The ability to align detail and small activities to bigger goals and objectives, as well as the ability to identify process, tool and capability changes necessary from the end state in mind, down to the working activities will help the person in this role succeed.
Specific knowledge and experience include:
- Oversight and Portfolio management in a bi-modal matrixed environment including monthly and quarterly portfolio reviews.
- Ability to visualize, present and assess portfolio planning, reporting and analytics for Global IT&D.
- Expertise in investment planning, business case development and assessment leveraging data to inform decisions.
- Knowledge and experience in establishing, managing and maintaining portfolio governance standards, process and routines to ensure consistent, transparent views and in compliance with company policies.
- Experience working across technology functions to build annual investment plans aligned with regulatory commitments.
- Experienced in identifying and tracking key outcomes associated with programs.
- Coordinating interdependencies within IT&D and where needed business units or peer function areas.
- Regulatory experience in utility company or other highly regulated environment; including preparation and submission of Regulatory Reporting Packs, regulatory re-opener submissions and providing regulatory consultation.
- Tracking, reporting, and measuring portfolio delivery with aligned regulatory commitments including variance, issue and risk management.
Strong written and verbal communication skills, including Change Management methods and capabilities supporting:
- Executive presentations, white papers, proposals.
- Marketing and training on process, tool and behavior change.
- Facilitating and/or chairing workshops, governance committees, communities of practice.
- Cultural and behavioral change through the stages of the change curve.
- Strong coaching and collaboration skills, for within and across diverse and dispersed teams.
Supervisory/Interpersonal- Experience Required
- Excellent leadership, relationship, communication and presentation skills.
- Has the ability to influence and manage senior stakeholders – e.g. program sponsors.
- Demonstrate the Valued Business Partner capabilities and behaviors in all interactions with IT&D colleagues, vendors and business stakeholders.
Qualifications
- Bachelor Degree in Engineering, Technology or related field.
- MBA or Master’s Degree in technology management with emphasis on technology investment plans & regulatory recovery strategy and system design.
- 5+ years of experience in application development including cutting edge digital transformation solutions for large enterprises.
- 10+ years of experience in services organization, with governance, portfolio planning & management, process oversight and reporting/analytics responsibilities.
- Minimum of 10 years of work experience with industry and government in a regulated environment.
- Minimum of 5 years of direct government or regulatory experience; electric or gas utility experience preferred.
- Demonstrated ability of working with teams from large technology & investment plans & regulatory recovery strategy consulting firms.
- Demonstrated skills in managing large & complex project portfolios – tracking benefits & spends.
- Demonstrated consulting skills, with change management concepts and strategies, including communication and performance measurement system design.
- Demonstrated ability to influence internal and external stakeholders.
