About the Position: Serves as a Management Analyst in the Manpower Division, Deputy Chief of Staff forResource Management, G-8 Redstone Arsenal, AL. Responsibilities Interprets resource management decisions and policies to conduct manpower assessments and implement change management. Participates in the evaluation of missions, functions and organizational structures to develop workforce reshaping strategies. Leads analysts through the Total Army Analysis (TAA) process to defend and initiate force structure modifications. Leads analysts through the Program Objective Memorandum (POM) process to reprogram and align manpower and financial data. Assesses manpower transactions to determine factors that cause changes to authorized strength levels. Provides counsel on, and participates in, the Army Command Plan (CPLAN) process to document manpower changes on TDAs. Specialized Experience: One year of specialized experience which includes managing the organizational force structure development and military and civilian manpower authorizations for assigned major subordinate commands 2) analyzing manpower programming and budgeting data in accordance with the Program Objective Memorandum (POM) and Budget Estimate Submission (BES) to document authorized manpower and equipment Table of Distribution and Allowances (TDA).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Information Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
