ABOUT PMA

PMA's primary purpose is to negotiate and administer labor contracts with the International Longshore & Warehouse Union on behalf of the Association's member companies, as well as administrating payroll and certain benefits. Our headquarters and administrative office is located in San Francisco, California, with area offices in Southern California (Long Beach and satellite offices in San Diego and Port Hueneme) and the Pacific Northwest (Portland, Oregon, and Seattle and Tacoma, Washington) in addition to Northern California (Oakland).
SUMMARY
Reporting to the Product and Benefits Manager, the Benefits Administrator & HRIS Reporting Analyst is responsible for administering weekly payroll processing of union contract benefits for Northern California Area ILWU locals. Additionally, this role supports the company's ILWU labor data projects to ensure they meet the business needs of PMA members.
The position will be 75% benefits administration and 25% HRIS and reporting.
Benefits Administration
75% Manage the benefits payable to Northern California Area registered longshoremen, clerks, walking bosses/foremen and watchmen. These benefits include the Pay Guarantee Plan, Holiday pay, Industry Travel pay, Clerk Work Opportunity Guarantee, and Vacation pay. This position will also update records in the Oracle database associated with the SF/Bay Area rotary dispatch routine, worker's compensation, unemployment insurance, California state disability, other types of leaves of absences, retirement, promotion, and other updates of personnel details.
HRIS and Reporting
25% - Perform business analysis, quality assurance testing, and implementation of systems and system enhancements as defined by business user requests. The position will participate in and coordinate aspects of HRIS reporting requirements as well as analyze and respond to complex data requirements.
This position also serves as a liaison between the Benefits and Information Technology (IT) departments to develop and maintain efficient operations.
Ensures that data is accurately processed and maintained according to organization rules and applicable regulations. May be responsible for defining system requirements and creating/updating system documentation.
Other duties include:
  • Function as backup for Benefits staff in all PMA offices companywide. Learn the unique ways of how benefits are handled due to individual Area agreements, and initiate ways in which the system can be streamlined and configured to work more efficiently.
  • Interpret three specific labor contract documents (PCLCD, PCCCD & PCWB&FA), numerous Coast Labor Relations Committee and Area Labor Relations Committee clarifications, supplemental agreements, Letters of Understanding, unemployment guidelines, and state disability/worker's compensation rules to accurately analyze, calculate, and administer ILWU employees' Pay Guarantee, Holiday, Industry Travel, Clerk Work Opportunity Guarantee, Vacation payments and Welfare Eligibility claims.
  • Interface with Coast and Port Labor Relations and Training representatives at PMA headquarters and all PMA offices.
  • Interface with ILWU union locals, government agencies, worker's compensation carriers, member company representatives, internal PMA staff, the ILWU/PMA Benefit Plans Office (BPO), external and internal customers including Coastwise Claims, the Legal department, and PMA's Administrative Services Department.
  • Compile and distribute Northern and Southern California travel schedules in accordance with IRS mileage and CONUS updates.
  • Annual Vacation Claims processing. The claims process starts in February every year and requires processing large numbers of vacation payout claims. Claims must be processed within a strict deadline (3-4-week window).
  • Weekly auditing of Southern California industry travel payments.
  • Additional support of Southern California as needed.
  • Update and maintain elevations, registrations, deletions in HRIS Oracle database and assist with casual processing updates in all ports as necessary.
  • Work directly with other Benefits Administrators to identify improvements to simplify management of day-to-day business operations related to HRIS data and processes.
  • Actively participate in designing, planning, implementation and support of business process configuration and administration. Design, develop, test, and implement project plans for industry-required HRIS functionality.
  • Troubleshoot and resolve complex issues and defects with exceptional customer service.
  • Research and analyze data for strategic business analysis utilizing WebFOCUS and SQL Developer business intelligence software.
  • Other duties may be assigned.

EDUCATION AND/OR EXPERIENCE
Bachelor's Degree from an accredited college or university, preferably in Information Systems and Technology, Human Resources, Business Administration, or a related field required.
Understanding and working knowledge of Oracle EBS software, forms, and reports is preferred.
Database query skills, primarily PL/SQL is required. WebFOCUS is preferred.
Possess excellent numerical, analytical, and business problem-solving skills. Attention to detail with a high degree of accuracy using good business judgment with strong user focus.
Timely and effective verbal and written communication skills. Must be able to work independently and responsibly with little managerial oversight.
Maritime industry experience is preferred.

The position is based in Oakland, California, conveniently located close to public transportation. PMA offers a fun, and professional work environment. This position is on site with the ability to work from home two days per calendar month.
