Job Description

Healthcare Staffing Professionals has an immediate need for a Urban Planning Project Manager (Program: Chronic Disease and Injury Prevention) to support projects within the Los Angeles County Department of Public Health.

Project Overview:

The PLACE Program (Policies for Livable, Active Communities and Environments) at the Los Angeles County Department of Public Health is seeking a dynamic and experienced Urban Planning Project Manager to lead the development of Community Pedestrian Plans for five unincorporated communities in Los Angeles County. These plans will become part of a County General Plan document called Step by Step Los Angeles County: Pedestrian Plans for Unincorporated Communities. This initiative is funded by the California Active Transportation Program, and is aimed at promoting active living, enhancing pedestrian safety, and fostering community involvement in transportation planning.

The position will start immediately upon acceptance and employment clearance and is initially funded through 12/31/25 with strong potential for Long term extension.

Job Duties:

  • Project Management: Lead the development and adoption of new Community Pedestrian Plans, overseeing the work of a contracted planning firm responsible for drafting the plans and ensuring alignment with the project schedule and budget.
  • Collaboration: Work with Public Health staff leading the project, and in tandem with an Outreach Manager responsible for overseeing funded community-based organizations and fostering community and County collaboration.
  • Community Engagement: Aid the outreach team in facilitating inclusive public meetings, workshops, and outreach events to gather community input, ensuring local concerns and feasibility considerations alike are integrated into the Pedestrian Plans.
  • Stakeholder Coordination: Collaborate with County departments, primarily but not limited to Los Angeles County Public Works, to provide technical oversight of the project and ensure internal review and approval of project narrative, lists, and other components.
  • Budget Oversight: Manage project budget effectively, ensuring resources are allocated efficiently to achieve project goals.
  • Data Analysis: Understand and apply collision, public health, and similar data to review and inform consultant work, including technical analyses and project recommendations.
  • Reporting: Provide regular updates and reports on project progress to the PLACE Supervisor at the Los Angeles County Department of Public Health, and other stakeholders.

Minimum Qualifications:

  • A Bachelor’s Degree from an accredited college or university AND two years of experience working with community members on active transportation related plans, projects, and/or public health programs; or
  • A Masters Degree in urban planning, public health, or a related field from an accredited college or university may be substituted for one year of the required experience; and
  • A valid California drivers license, proof of vehicle insurance; and
  • Reliable transportation or ability to utilize an alternate method of transportation when needed to carry out job-related essential functions.

Desirable Qualifications:

  • Proven experience managing public health projects, including budget oversight and coordination with diverse stakeholders.
  • Understanding of the intersection between urban planning and public health, with a focus on promoting active living and improving health outcomes.
  • Proficiency in data analysis and interpretation, with the ability to use and understand collision data to inform recommendations.
  • Excellent written and verbal communication skills, with the ability to convey technical concepts to diverse audiences.
  • Strong team player with the ability to collaborate effectively with internal and external partners.
  • Experience using ESRI products; Adobe Creative Cloud; Microsoft Teams/Office 365.
  • Familiarity with California planning regulations including the California Environmental Quality Act, public health principles, and the California Active
  • Transportation Program; as well as with the Los Angeles County General Plan, the Regional Planning Commission, and the Board of Supervisors is highly desirable.
