The Senior Researcher - Federal Program Evaluation will oversee the planning, design, and execution of technical work on evaluation projects across various types and subject matter areas. This role serves as the primary point of contact (POC) with government clients and provides broad methodological expertise in social science, evaluation, performance measurement, and related subjects.

Responsibilities:

  1. Serve as the primary POC with government clients.
  2. Provide broad methodological expertise in social science, evaluation, performance measurement, and related subjects.
  3. Offer methodological and other expertise in measurement, instrument design (including for multi-modal surveys), respondent populations, sampling algorithms, strata, multi-stage data collection, data file construction, and data preparation.
  4. Prepare and revise project deliverables prepared by other staff for technical quality and communication effectiveness.
  5. Manage projects to meet quality standards, deliverable schedules, and budgets.

Qualifications:

  1. Ph.D. with 5 years of work experience, or Master's with 8 years of experience in social science research, program evaluation, statistics, economics, public policy, or other related field.
  2. Demonstrated experience designing and implementing program evaluation studies of various types using a range of qualitative and quantitative approaches and methods.
  3. Experience with primary data collection management, including surveys and interviews (virtual, face-to-face, in-person, key informant, in-depth).
  4. Experience collecting information/data in compliance with the Evidence Act.
  5. Demonstrated ability to lead a multi-disciplinary evaluation team.
  6. Demonstrated ability to work effectively with project stakeholders.
  7. Strong oral and written communication skills.

Preferred Qualifications:

  1. Experience working with federal programs and understanding of federal evaluation requirements.
  2. Proven track record of successful project management in a research or evaluation setting.
  3. Ability to adapt to changing project requirements and client needs.

Clearance:

Currently holds, or is able to obtain and maintain, DHS fitness determination.
