What You Will Be Doing
We are seeking a WAN/LAN Manager for the Department of Administration Office of Information Technology – Telecom/Network Section that will direct all portions of the department’s data processing/information technology systems including, but not limited to, responsibility for departmental-wide development of IT systems project budgets; creating project schedules; administering project work through subordinate leads to control and monitoring project scope and milestones; providing team development to subordinate IT supervisors and team leaders, their staff, contract IT staff, and other division staff; supervises all IT tasks and support devoted to systems development and operation; establishes new IT guidelines and procedures for the Department.
This position provides department-wide IT support, IT governance, project management, and direction of IT operational projects. It can act as the lead architect for the SOA Telecom/Network Services team, and be a component with budget forecasting/roadmap for the OIT data telecommunications enterprise systems/services. This position may lead to ensuring the design, development, testing, maintenance, and support of our enterprise data communication network. This position will participate in a leadership team that will lead staff within the three regions periodically depending on the projects. The position will lead the team of Network/Telecommunication staff physically located in Anchorage. This staff supports the Enterprise network for the entire department statewide.

The Working Environment You Can Expect
Daily work consists of supervisory duties related to managing staff, providing guidance, assigning and reviewing work, completing tasks related to the maintenance and operation of the enterprise network, planning, designing, and implementing new services or changes to an existing service, leading or being a member of a team for enterprise initiatives or projects, providing daily customer support statewide, and ensuring state employees possess the necessary electronic capabilities to perform their day-to-day duties.
This job sometimes requires after-hour or early morning start and stop times.
Who We Are Looking For
We are interested in candidates who possess some or all of the following position specific competencies:
- Information Systems/Network Security: Knowledge of methods, tools, and procedures, including the development of information security plans, to prevent information systems vulnerabilities and provide or restore the security of information systems and network services.
- Infrastructure Design: Knowledge of the architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate and with associated controlling software.
- Telecommunications: Knowledge of the concepts, principles, and theories of transmissions, broadcasting, switching, control, construction, or operation of telecommunications systems.
Minimum Qualifications
Any combination of education and/or experience that provides the applicant with competencies in:
Training in information technology or a similar field with progressively responsible professional experience that developed expertise in one or more IT functions and the provision of IT services to business and public users and includes prior supervisory responsibility. Special Note “Training” means the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs. “Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment. “Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility. Positions may be identified as being significantly involved in the following options: operations; programming/analysis; specialized support, such as technical services, data communications, data base (DBMS) administration information management, etc. Systems software and hardware used must have been equivalent in size and complexity to computer systems used by the State of Alaska.
