Job Responsibilities

Manage and review the work and staff related to tax compliance to accomplish plans and results. Oversee the efficient management of revenue compliance operations, sub-divisions, and infrastructure. Review the work activities of compliance staff engaged in tax discovery, voluntary disclosures, refund audits, bulk sales, payment plans, internal compliance, taxpayer portal support tier 2 customer phone service, and debt assessments. Assist in the development of policies, procedures, forms, and correspondences. Respond to public and taxpayer inquiries. Provide job training and continuous performance feedback to staff. Review and approve taxpayer's settlements, hardships, payment plans, refunds, and bulk sales. Serve as liaison to other Bureaus/Departments for revenue compliance matters to communicate with a wide variety of industry representatives, taxpayers, and other County agencies. Resolve inquiries and complaints from taxpayers and the general public.

Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor's degree or higher is required
  • Five (5) years of internal/external professional tax auditing or directly related experience is required
  • Three (3) years of prior supervisory experience is required.

  • Degrees awarded outside of the United States must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.

Knowledge, Skills, Abilities and Other Characteristics

Knowledge of various types of records maintained by businesses, partnerships, and individuals. Knowledge of the various Home Rule Tax ordinances administered by the Department of Revenue, the methods, procedures, and techniques utilized in the examination and review of tax returns and supporting documentation, and how to determine and recommend appropriate corrective action and filing procedures. Ability to supervise, review, and direct the work activities of compliance personnel and objectively evaluate the work of all personnel for employee appraisals. Skill in observing an entity's operations and documenting those observations with narratives or flowcharts. Ability to manage professional and/or skilled support staff on a day-to-day basis. Ability to lead within the established objectives and make decisions regarding daily priorities and the application of technical/business processes for a work group or segment of a department. Ability to set overall direction and hold staff accountable for accomplishing work objectives by fostering positive relationships between employees, leadership, and stakeholders. Ability to use organizational and/or department objectives and goals to identify processes by which to meet those goals.

Physical Requirements

Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
