Job/Position DescriptionFinancial Analyst IIIThe (functional title) works under the Grants Team Supervisor in the Operations and Business Services Unit (OBS) in the Regional and Local Health Operations Division (RLHO). This position is eligible for a hybrid work schedule where the selected candidate may work remotely part of the time and in the office part of the time. Selected candidates must be able to report to the Austin, Texas office location as directed to fulfill essential job functions. Primary Responsibilities: and#149;Financial analysis and monitoring of technical and program operations, projects, and procurements that support administration of federal awards, revenue and expenditure forecasts, financial and operational impact, performance measures, and project deliverables.and#149;Assists with the preparation and development of federal grant applications and other grant actions. and#149;Examination, investigation, and review of financial data, management practices, and internal controls to ensure compliance with federal and state laws and/or regulations as well as DSHS policies, regulations, for operations, related projects, and procurements. This position will be working closely with internal and external groups to complete essential job functions. Candidates must have excellent verbal and written communication skills, collaboration skills, critical thinking skills, time-management skills to organize, prioritize, and effectively manage multiple projects and deadlines, and the ability to work independently to make administrative and technical decisions. Essential Job Functions(30%) Provides advanced financial support and technical assistance in the preparation of federal grant applications and the administration of federal awards for RLHO Division. Coordinates with DSHS programs and divisions to obtain specific budget costs and details for salaries, travel, trainings, supplies, and contracts. Works closely with other agency staff to complete applications, budget revisions, requests, and grant closeouts to fully expend and report on federal. Interprets and budgets federal awards appropriately and timely, ensures invoices are paid accurately and timely, and tracks recurring purchases and timelines to initiate renewals on time. Provides leadership on procurement, contract, and purchase activities to ensure program needs are met. Ensures appropriate documentation is retained for audits.(35%) Performs advanced financial analyses and projections and monitoring and reporting work with a particular emphasis on federal funds. Work includes revenue and expenditure forecasts, analysis of financial, budget, and operational impacts, and monitoring performance measures and project deliverables. Ensure funding sources are expended in accordance with federal and state requirements and communicates findings for resolution. Uses CAPPS Financials, Excel, Quickbase, and related software and works with internal partners to monitor, review, and analyze revenue and expenditure patterns and trends to determine potential for reallocation, realignment, or adjustments to accomplish programmatic requirements. Develops reports, findings, recommendations, and tools to assist in fund monitoring and resource allocation.
