This position resides within the Department of Transportation’s Maritime Administration (MARAD). The division of Ports & Waterways (MAR-500) has a primary responsibility to the Office of Port Infrastructure Development (MAR510). The specific duties center on post-award activities related to invoice processing, quarterly report processing, and daily management of a portfolio of discretionary grants related to large port infrastructure construction projects.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14 , you must have at least one year of experience equal or equivalent to the GS-13, which must include:

  • Experience in grant management and financial management principles for the purpose of analyzing and evaluating discretionary grant programs to ensure and maintain compliance.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities, and/or competencies in the following areas:

  • Grants Management: Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. Knowledge of Grants Management Laws, Regulations, and Guidelines, including principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence. Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for mistakes. Complies with established control systems and rules.
  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Writes in a clear, concise, organized, and convincing manner for the intended audience.
  • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Creative Thinking: Uses imagination to develop new insights into situations and applies innovative solutions to problems; designs new methods where established methods and procedures are inapplicable or are unavailable.

You will receive credit for all qualifying experience, including volunteer experience.
