Program Summary

KBR provides full-spectrum base operations support to Naval Support Facility Diego Garcia, a remote location in the British Indian Ocean Territory. Our robust supply chain ensures on-time delivery of mission-critical supplies, and our team conducts essential port and airfield operations in this geographically complex environment. The KBR team is over 1,000 people strong, providing not only life support services such as water treatment, electricity, and telecom/antenna maintenance, but also quality of life services like Morale, Welfare, and Recreation (MWR) and an award-winning dining facility.

Job Summary

The Diego Garcia Director, Utilities is responsible for managing personnel, budget, and construction and maintenance projects associated with Diego Garcia’s Electrical, Water, Wastewater, Boilers, and Demineralization Utility Systems. This role also manages the day-to-day (24/7/365) operations and maintenance of the site’s power production systems, powerhouse facility, and electrical distribution plant.

Roles and Responsibilities

  • Maintain a safe workplace and ensure safety is the highest priority.
  • Ensure safe, efficient, and sustainable plant reliability.
  • Act as the Operations Manager’s representative to meet power plant task order requirements.
  • Supervise and manage multi-skilled operations and maintenance team members.
  • Conduct periodic inspections of buildings, machinery, and equipment.
  • Ensure machinery condition and operation within environmental and regulatory requirements.
  • Operate and monitor generator sets and associated systems.
  • Monitor electrical switchgear systems and ensure maximum system reliability.
  • Oversee the physical appearance and condition of equipment and grounds.
  • Control resources, monitor staff proficiency, and comply with equipment procedures.
  • Review and approve recommendations for plant alterations and improvements.
  • Inspect operational activities for safety precautions and compliance.
  • Respond to emergency calls regarding plant equipment breakdowns.
  • Observe and follow all safety rules and procedures.
  • Perform other duties as directed.
  • Oversee operation and maintenance of water, wastewater, boilers, and Demin plants.

Basic Qualifications

  • High School diploma or Vocational/Technical course graduate required.
  • 5 years of experience in engine-driven generators rated at 1,000 kW to 4,400 kW.
  • 5 years of experience in electrical distribution systems.
  • 5 years of experience in Quality Management and Administration.
  • Excellent analytical, organizational, problem-solving, and time-management skills.
  • Good verbal and written communication skills.
  • Proficient computer skills.
  • Must comply with OSHA 29 CFR 1910.
  • Must pass overseas medical screening and have a valid driver’s license.

Skills:

  • Conduct on-site technical risk assessments of the Electrical Utility System.
  • Knowledge of power plant-related activities.
  • Knowledge of industrial safety and environmental regulations.
  • Ability to interpret and apply information from manuals and procedures.
  • Ability to identify equipment or process problems and resolve them.
  • Knowledge of plant equipment startup, shutdown, and maintenance procedures.
  • Ability to lead and manage staff effectively.
  • Ability to work in a fast-paced environment and handle multiple tasks.

Preferred Qualifications

  • Completed TESDA courses with National Certifications are a plus.
