General Overview of Position

Under general supervision of an Assistant City Engineer, applies intensive and diversified knowledge of engineering principles and practices in the planning, design, construction, and operation of a wide variety of engineering projects. The incumbent participates in and supervises technicians involved in the design, construction and inspection of facilities under construction, and other public works improvements. Work is reviewed through conferences and written reports for adherence to established policies and procedures. Performs other work as requested or assigned.

This recruitment is open to all qualified individuals and will establish an eligibility list that will be used to fill the current vacancy and may be used to fill any other such openings in this classification that occur within the next 12 months. This is a non-represented position.


Example of Duties & Responsibilities

  • Schedules, supervises and/or designs complex engineering design projects.
  • Writes bid specifications; participates in the development and design of major and complex projects, evaluates project costs and develops and recommends special assessments for special projects.
  • Supervises and participates in the analysis and review of engineering studies and designs prepared by professional consultants; supervises and participates in the selection process for the services of technical consultants.
  • Prepares reports and recommendations for the consideration and request for action of professional and administrative superiors and committees.
  • Conducts special engineering studies and projects relating to technical and administrative aspects of the public works function.
  • Inspects and/or supervises inspection of construction projects while in progress and upon completion for adherence to plans and specifications.
  • Interprets plans and specifications; approves design changes during construction; reviews contractors' change orders and payment requests and makes recommendations to assistant engineers.

Requirements

Training and Experience:

  • Bachelor's Degree from an accredited college or university in civil engineering or a field of specialization appropriate to the area of assignment; supplemented by a minimum of five (5) years of progressively responsible professional experience in engineering practices related to the area of assignment; or an equivalent combination of training and experience.
  • Registration as a Professional Engineer in the State of Wisconsin or the ability to obtain a Wisconsin PE by the end of the probation period through reciprocity or comity.
  • May be required to assist in snow and ice control activities.
  • Previous experience with review of engineering plans, specifications, and design calculations for recommendation to the Assistant City Engineer is desirable.
  • Development of plans and specifications for municipal related projects, including but not limited to road resurfacing and reconstruction, sidewalks, building maintenance, curb, gutter, and grading, is desirable.

Knowledge, Abilities and Skills:

  • Knowledge of engineering and construction principles and practices as applied to the design, construction, and maintenance of public works facilities in the area of specialization.
  • Knowledge of mathematical engineering applications, land and surveying methods, and general public works operations.
  • Knowledge of current construction costs for the preparation of estimates.
  • Knowledge of the laws and regulations applicable to the design, construction, and inspection of a variety of public works projects.
  • Ability to supervise the work of technical personnel involved in design and construction projects.
  • Ability to establish and maintain effective working relationships with employees, contractors, developers, officials, and the general public.
  • Ability to read and interpret construction plans and specifications.
  • Ability to prepare assessments for engineering and construction projects.
  • Ability to read and interpret legal documents such as State Statutes, Code of General Ordinances, and zoning ordinance.
  • Knowledge of computer design software such as, but not limited to AutoCAD Civil 3D, is highly desirable.

Physical Requirements:

  • The tasks involve at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pound) items and occasionally very heavy (100 pounds or over) items; or may involve the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both; or the sustained operation, on a production basis, of such devices as offset presses with associated equipment.

Environmental Requirements:

  • Tasks may require frequent exposure to adverse environmental conditions.

Other Requirements:

  • Possession of a valid driver's license and a good driving record.
  • May be required to provide a personal vehicle for use on the job.

Method of Selection

Applicant's education, training and experience will be analyzed. Written, oral, proficiency and/or other exams may be given to determine if the applicant has the necessary knowledge, skills and abilities. Appointment will be made in accordance with City policy, and the Civil Service Ordinance, Rules and Regulations.
