The Health Department looks to enhance its strong employee base with a dynamic and innovative leader to fill the position of Division Director for Administrative Operations (class specification of Division Director, Public Health Strategic Operations).


Reporting to the Deputy Director for Public Health Operations, the Division Director works with agency leadership to facilitate the integration of functional areas across the disciplines of finance and human resources. Leads strategic activities related to resource allocation, to include finance, budget and procurement and oversight of the agency’s human resources function. Partners with agency Senior leadership, and liaises with Central Services agencies, including: Department of Management and Budget (DMB), Department of Human Resources (DHR), Department of Procurement and Materials Management (DPMM), and coordinates various operational activities ensuring effective interface across divisions, and internal and external community partners.


The Division Director will:

  • Provide leadership, professional guidance, supervision and oversight directly and indirectly with approximately 30 professional and paraprofessional staff.
  • Develop operational objectives, set functional area performance measures, monitor progress and analyze functional area effectiveness. Make recommendations for process improvements to improve both efficiency and effectiveness.
  • Oversee the development of departmental policy and process for key administrative functions such as finance and billing, procurement and contract management, human resources, contracting and procurement practices. Participate in the preparation of workforce planning proposals; prepares reports and presentations regarding operations activities; oversees audits and develops recommendations for improvements.
  • Facilitate the agency’s annual budget development process and identify and recommends strategies to address resource gaps or improve effectiveness of current resource allocations.
  • Utilize sophisticated quantitative and analytical methods to collect and analyze complex financial and program data to identify and evaluate resource trends and resource allocations.

MINIMUM QUALIFICATIONS:
Any combination of education and experience and training equivalent to the following:
A bachelor's degree in public administration, business administration or a related field and five years of experience, two of which must have been in government.


CERTIFICATES AND LICENSES REQUIRED:

  • AED - Required within 60 days
  • CPR - Required within 60 days
  • Driver's License

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, child protective services check, credit check, and driving record check to the satisfaction of the employer.


PREFERRED QUALIFICATIONS:

  • Master’s degree in public administration, business administration or public health;
  • At least five years of progressively responsible experience in a senior-level leadership role overseeing and/or managing one or more of the following disciplines: public administration, finance and budget, and/or human resources;
  • At least three years of experience studying internal systems processes to evaluate and facilitate improvement across multiple administrative or programmatic lines (finance, human resources, contracting, procurement, budget, or programmatic activity);
  • At least five years of experience supervising, directing and evaluating performance of professional-level staff;
  • Ability to demonstrate strong leadership, supervisory and interpersonal skills;
  • Proven ability to establish and maintain effective working relationships; effectively communicate, both orally and in writing;
  • Ability to work independently with minimal direction.

PHYSICAL REQUIREMENTS:
Ability to drive a motor vehicle. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing; Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer and use of touchscreen; All duties performed with or without reasonable accommodations.
