BRIEF POSTING DESCRIPTION:

The PRF POLE INFRASTRUCTURE ENTERPRISE Department of the POLE INFRASTRUCTURE ENTERPRISE Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Manager Supervisor)

JOB FUNCTION:

Provides leadership, business development and innovation on all joint use and colocation business opportunities related to Energy Delivery infrastructure. Creates, organizes, coordinates, supervises, manages, and directs all aspects of the pole attachment program, the MECO streetlight program, colocation and Spectrum leasing programs, along with any new future business development opportunities utilizing Energy Delivery infrastructure assets. Provides leadership in a matrix environment between the PIE team and other Divisions to ensure each business opportunity flows through the lifecycle process from application to billing. Ensures revenues are collected with the goal of net neutral or better at all times. Responsible for building and maintaining positive, trustful, and synergistic relationships with 3rd Party infrastructure customers (carriers/lessees); meet with them weekly, help solve project roadblocks and build new offerings based on customer needs. Monitors and provides internal guidance on all FCC-related requirements with carriers, including timeline compliance, changes to FCC orders for wireless, wireline and overlash activities, and RF and Spectrum related FCC issues. Ensures PIE guidelines are in line with NESC and HECO engineering standards.

ESSENTIAL FUNCTIONS:

Cross-functional matrix effort across multiple Divisions for the processing of all infrastructure related business development programs. Supervises employees who carry out all aspects of PIE’s workflow processing of all programs listed above. Indirectly supervises employees in other Divisions via matrix collaboration.

Functions as the Company’s primary point of contact and subject matter expert for the Company with all carriers. Proactively identifies potential customer issues to help manage positive outcomes. Interfaces, meets, discusses, coordinates and negotiates with parties inside and outside the Company to maintain/expedite progress on projects and programs. Prepares and/or assists in the preparation of requests for qualifications and proposals and contracts to meet project needs (contract support, database software and programs, etc.). Manages file transfers between parties.

Provides overall leadership and professional guidance and secures commitment from team members in meeting milestones and program goals, regardless if members are from PIE, Energy Delivery or other Departments within the Company. Sets clearly articulated goals and objectives to support PIE and the Company’s goals and objectives. Identifies resource requirements and oversees and directs PIE resources and ensures availability to meet changing operating needs for optimal utilization.

Formulates PIE program succession planning goals, objectives and plans, and directs the implementation of plans to continuously enhance workforce quality and PIE’s professional capability and expertise and provide continuity and long-term sustenance. Develops career development and staff training plans and implements training.

Manages and administers the electronic project management system, aka Pole Attachment Database. Works with consultant on database issues and errors, data correction, continuous improvement, enhancements and reports. Provides training across the organization and manages and resolves all escalations. Provides technical and professional advice to all employees who utilize the pole attachment database and workflows. Identifies appropriate systems and processes for increased productivity and effectiveness. Leads effort for continuous improvement and enhancements to meet needs across departments, process areas and islands.

Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:

Knowledge Requirements

Bachelor’s degree from an accredited university or college, in business, mathematics, engineering, or similar.

Extensive knowledge of the wireless and wireline third party attachment process and other business development opportunities.

Extensive knowledge of macro antenna colocation business model and process and other business development opportunities.

Extensive knowledge of streetlight design, processing and business development opportunities.

Extensive knowledge of the principles and practices of project management, program management, standards development and construction, telecommunication application processing methods.

Extensive knowledge of federal, state and local laws, FCC regulations and procedures as related to PIE activities.

Extensive knowledge of distribution poles; pertaining to utility space, communication space, 3rd party attachment requirements and standards, pole loading calculations, streetlight power requirements.

Extensive knowledge of the principles and practices of project management, program management, standards development and construction, telecommunication application processing methods.

Extensive knowledge of HECO’s telecommunication and other infrastructure assets that are available for colocation.

Extensive knowledge in budgeting, forecasting and scheduling processes.

Thorough knowledge of personal computers and/or mainframe systems and related software applications (i.e., spreadsheets, word processing, database management, etc.)

Thorough knowledge of group dynamics and methods of action-oriented collaboration.

Thorough knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.

Thorough knowledge of SafeStart principles and best practices to achieve a safe workplace environment.

Skills Requirements

Demonstrated leadership, supervising and business development skills including effective written, oral, listening, presentation and interpersonal skills, business case development in order to work effectively with all levels of the company and with outside contractors, consultants, governmental agencies, community groups and customers regarding PIE projects and new business.

Strong analytical, organizational and conceptual skills to manage simultaneously a variety of projects, programs and assignments.

Supports two-way communications to ensure a focused well-informed workforce. Promotes teamwork and self-directed workforce to support company initiatives. Able to communicate and work remotely with Maui County and Hawaii Island staff, 3rd Party Attachment supervisors and aides and other divisions within Energy Delivery as needed. Ability to work collaboratively as a member of a team.

Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.

Ability to troubleshoot issues and develop creative solutions.

Demonstrated interpersonal skills to handle confrontational, difficult and/or sensitive issues. Ability to handle such issues with professionalism while using tact, courtesy and discretion.

Must have or be able to qualify for a State of Hawaii driver's license. Must meet the standards for frequent required driving positions stated in the Hiring Standards for Required Driving Positions policy.

Must have flexibility to travel to Maui County and Hawaii Island monthly and as workflows dictate.

Strongly motivated self-starter and team player with the ability and drive to successfully manage and facilitate multiple customer issues and projects with competing priorities in a timely and effective manner with minimal day to day supervision.

Experience Requirements

Extensive (10 years) relevant professional experience in business development related to electric distribution poles, other utility infrastructure and FCC mandates related to pole attachments and telecommunications.

Multiple years (5+ years) of related work experience in a supervisory capacity.

Multiple years (5+ years) public speaking experience.

Multiple years (5+ years) of project management experience.
