POSITION DESCRIPTION

Position: Veteran Services Manager

Supervisor: Director of Veteran Services

Location: Mt. Scott Office. 7916 SE Foster Rd.

Hours : Monday Friday; some weekend and evening work required

Starting Salary: $64,000 - $70,000/yr.

GENERAL RESPONSIBILITIES

As part of the housing department, oversee services for veterans experiencing or at risk of experiencing homelessness. Manage and support the integration of agency services and community partnerships dedicated to assisting homeless veterans in overcoming barriers to housing, wellness, and employment. Ensure consistent quality of case management services, compliance to funders and agency, and budgetary tracking and accuracy. In close coordination with other agency managers, ensure that veterans services are fully integrated into case plans and outcome expectations. Manage agencys Supportive Services for Veteran Families (SSVF) program and other veteran programs as applicable. Contribute to the creation of MOUs for SSVF program subcontractors to ensure program compliance is met. Maintain relationships as necessary to assure efficient provision of services, both on and off premises. This is a salaried, exempt, unrepresented full-time position.

SPECIFIC RESPONSIBILITIES :

Supervision

  • Oversee services for veterans, oversee and maintain program partnerships, capacities, policies and procedures to meet the needs of Transition Projects participants who are veterans.
  • Supervise agencys SSVF program and other veteran programs as needed, work closely with Veterans Supportive Services and Outreach teams, and supervise subcontracting agencies in the provision of services to veterans.
  • Assist in development of MOUs and participate in audits of all veteran program subcontractors.
  • Oversee operations and program implementation of subcontracting agencies to include:
  • Achievement of outcomes
  • Financial expenses and budgeting of all subcontractors
  • Program compliance regarding established MOUs and funder requirements
  • Develop and advance partnerships with the Veterans Administration, Veterans Medical Center, and other community agencies to streamline service availability to participants who are veterans.
  • In coordination with partners and intra-agency programs, facilitate veteran-specific access to:
    • Housing and shelter programs
    • Wellness programs
    • VA medical services
    • Legal services
    • Employment and education services
    • Benefits assistance
  • In coordination with Quality Assurance team, ensure that quarterly and other required reporting is completed in an accurate and timely manner. Provide statistical and narrative reporting on demographics, services provided, and outcomes as needed.
  • In coordination with the Quality Assurance team ensure ongoing compliance and successful CARF (Commission of Accreditation for Rehabilitation Facilities) re-accreditation for the SSVF program.
  • Oversee, evaluate, and improve upon the Veterans By-Name-List (VBNL) and community case conferencing meetings while incorporating stakeholder feedback, insight, and participation.
  • Represent Transition Projects at Continuum of Care meetings as they relate to veteran homelessness in all continuums served by our veterans programming.
  • Provide leadership, support, and positive role modeling for case management staff.
  • Complete all SSVF Continuum of Care, program change, grant resolution and monthly EHA (Emergency Housing Assistance) submissions.
  • Assist with SSVF grant submission, renewal submission, and work closely with the Fiscal team to complete the budget submission and resubmission.
  • Work with the Development team to promote SSVF and Veteran Services in the community and via social media.
  • Participate in all-staff meetings, management meetings and retreats.
  • Represent Transition Projects Veterans Services in community strategic planning meetings throughout Multnomah, Clackamas, Washington, and Clark Counties.
  • Contribute to the selection of staff during the hiring process.
  • Complete the performance evaluations of staff, including contributing to performance appraisals, performance improvement plans, and disciplinary action.
  • Other duties as assigned.

PERFORMANCE RESPONSIBILITIES:

Each Transition Projects employee must:

  • Acquire First Aid/CPR/AED certification within 30 days of hire and be retested biannually thereafter throughout employment.
  • Complete Bloodborne Pathogens and Narcan Training within 30 days of hire and be retested annually thereafter throughout employment.
  • Demonstrate effective communication skills by conveying necessary information accurately, listening effectively, and asking questions when clarification is needed.
  • Demonstrate reliability by being present at work as scheduled, arriving and leaving on time and taking breaks in expected time frames.
  • Interact effectively with people of diverse ethnic backgrounds, religious views, cultural backgrounds, and sexual orientations and treat each individual with respect and dignity.

PHYSICAL/MENTAL REQUIREMENTS

The physical and mental demands described here are representative of those that must be met by an employee, with or without accommodation, to successfully perform the essential functions of this job.

  • Hearing and vision adequate for interaction with participants, interaction with staff and interaction with the general public.
  • Hearing adequate for telephone work. Vision adequate for close work.
  • Hand and finger dexterity adequate to operate standard office equipment.
  • Ability to walk, bend, stand, sit, reach, stoop, pull, climb stairs and ladders, and squat.
  • Ability to perform CPR and other emergency life-saving care with the assistance of teammates until emergency responders arrive.
  • Ability to lift 50 pounds.

MINIMUM QUALIFICATIONS

The right individual for this position is resourceful and innovative, a strong leader, has a passion for helping others, and is able to deal with difficult situations in positive and constructive ways. This position also requires the following qualifications:

  • Bachelors degree + 3 years of experience in social services (at least 1 year management preferred) OR 5 years of experience in social services (at least 2 years management preferred).
  • Demonstrated ability to manage social service programs.
  • Demonstrated ability to develop new programs, policies and procedures.
  • Demonstrated ability to prepare reports and proposals and to present such reports and proposals both verbally and in writing.
  • Demonstrated knowledge of veterans, veteran culture, and resources available to veterans experiencing homelessness
  • At least one year experience working with people who are homeless or low-income or who have issues with chemical dependency, mental health, domestic violence and/or sexual assault.
  • Demonstrated ability to work independently. Ability to appropriately assess a situation and take corrective action as necessary.
  • Knowledge of services available to low-income and homeless persons in Multnomah County through Transition Projects and other agencies or the demonstrated ability to obtain such knowledge.
  • Demonstrated ability to provide crisis intervention and to follow procedure in crisis situations.
  • Excellent written and verbal communication skills. Good computer skills. Familiarity with web-based data collection programs.
  • Bilingual English/Spanish preferred.
