SUMMARY:

Utilities Director plans, organizes, staffs, directs and controls the activities concerned with water utility systems, landfill, solid waste and wastewater's installation, operation, maintenance and service in accordance with CRIT Ordinance No. 86-1.

DUTIES AND RESPONSIBILITIES:

Include but are not limited to the following:

  • Develops schedules and controls a preventative maintenance program to maintain water service connections and meters.
  • Plans a continual work schedule to maintain a safe and sanitary water system.
  • Controls proper equations of chemicals related to iron and manganese removal plant's two million gallons per day output.
  • Maintains record of all inspections, tests and repairs.
  • May prepare reports concerned with chemical and bacteriological analyses of water for administrative purposes and government agencies.
  • Supervises and coordinates activities of workers engaged in operating equipment, such as pumps, valves, turbines and electric motors to transfer, distribute and regulate pressure and flow of raw and processed water.
  • Inspects jobs in process and at completion to ensure that standards of workmanship and safety are maintained.
  • Maintains inventories of maintenance materials, supplies and repairs parts by initiating requisitions for purchase and periodically reviews inventory for proper upkeep at plant facilities.
  • Ensures that duties, responsibilities, authority and accountability of all direct subordinates are defined and understood.
  • Maintains wastewater collection system.
  • Obtains bids for additional work required from outside vendors and contractors.
  • Prepares budget estimates based on anticipated material and personnel needs.
  • Resolves customer complaints.
  • Determines action to be taken in event of emergencies such as machine equipment or power failure affecting operations of the water treatment plant.
  • Advises personnel engaged in preparing designs and plans to construct, enlarge and modify such facilities as water treatment plants, pumping stations and to install water mains and other appurtenances.
  • Observes control panel, records readings and calculates solution and flow of solution.
  • Collects samples of treatment solutions for laboratory analysis.
  • Oversees office staff involved with customer’s billings and authorizes payment of invoices.
  • Trains workers in operations and maintenance of equipment.

QUALIFICATIONS:

  • High school diploma or GED.
  • Prefer two (2) years of college or combination of vocational/technical certification and five (5) years’ experience in utilities.
  • Five (5) years in a supervisory capacity.
  • Knowledge of materials, methods and practices essential to the operations and maintenance of utility systems.
  • Ability to plan layout, coordinate, inspect and schedule work of water workers, equipment operators, truck drivers, mechanics and maintenance workers.
  • Knowledgeable of safe drinking water act rules.
  • Skill in performing arithmetic computations accurately.
  • Skilled in communicating in verbal and written form.
  • Possess ability to obtain within one (1) year of employment State water treatment plant operator’s certificate, Class II.
  • Possess a valid operator’s Driver’s license.
