Job Summary

GENERAL PURPOSE: Under general supervision, performs a variety of technical accounting support functions including payroll, accounts payable and accounts receivable; enters data, processes technical and accounting documents, and provides customer service as needed. Accounting Technician III is a non-supervisory leadership position within the Finance department and oversees payroll for the City organization.
Primary Duties and Responsibilities
  • PRIMARY DUTIES AND RESPONSIBILITIES: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    • Performs accounting and clerical duties in accordance with standard office procedures and City policy; receives, verifies and enters payments, invoices, purchase orders, special fund transactions, and other data into the computer tracking systems.
    • Prepares journal entries and corrections, balances accounts, and tracks funds.
    • Maintains and updates records, and files associated with payroll systems and related technical transactions; assures accuracy and timeliness of all payroll activities; verifies payroll register.
    • Reviews source documents for compliance to rules and policies; determines proper handling of financial and technical transactions within designated limits; checks documents for validity and accuracy of information; records, files and distributes related paperwork.
    • Maintains financial records and multiple filing systems; processes transactions, updates accounts, compiles documentation, and generates statistical reports; reviews and validates data; maintains additional accounting and technical transaction databases as needed.
    • Provides information and assistance to employees and others having business with the City; responds to requests for information and attempts to resolve them by researching files and records within the scope of authority; refers matters requiring policy interpretation to supervisor for resolution.
    • Responds to questions and resolves accounting issues within scope of authority.
    • Maintains and enforces all aspects of security and confidentiality of records and information.
    • Performs other duties as assigned or required.
  • Accounting Technician II Additional Duties and Responsibilities: Independently performs a variety of technical accounting support functions including accounts payable and accounts receivable.
    • Assists in the training, cross-training, and instruction of staff in accounts payable & accounts receivable.
    • Process bi-weekly payroll and serves as a point of contact to all internal and external inquiries pertaining to accounts payable and accounts receivable.
    • Reconciles accounts as directed by the Accounting & Treasury Manager.
    • Reviews Accounts Payable Batch Proof.
    • Work with complex spreadsheets; reviews and validates data.
    • Assists in year-end processes including W-2's and 1099's.
  • Accounting Technician III Additional Duties and Responsibilities: Independently performs a variety of technical accounting support functions including payroll, accounts payable and accounts receivable.
    • Oversees bi-weekly payroll for approximately 1000 city employees and serves as primary point of contact for payroll inquiries and records.
    • Monitors all payroll related document preparation for accuracy and completeness.
    • Serves in a leadership role for Finance staff and when working with other City departments; Assists in the scheduling, training, cross-training, and instruction of staff in accounts payable, accounts receivable, and payroll.
    • In the absence of the Accounting Supervisor, serves as the primary point of contact to all internal and external inquiries pertaining to payroll, accounts payable and accounts receivable.
    • Assists the Accounting & Treasury Manager and Accounting Supervisor in the development and implementation of Accounting policies and procedures.
    • Provides support, training, and assistance to employees on more complex issues; analyzes accounting problems and implements solutions according to standards, guidelines, and procedures.
    • Prepares journal entries and corrections, reconciles, and tracks funds.
    • Reconciles accounts as directed by the Accounting Manager.
    • Reviews Accounts Payable Expenditure.
    • Work with complex spreadsheets; reviews and validates data.
    • Prepares payment and reporting of Payroll Taxes and TMRS.
    • Performs year-end processes including W-2's and 1099's.

  • Education, Experience, Licenses and Certifications
    MINIMUM QUALIFICATIONS:
    Education and Experience:
    High School diploma or GED equivalent; AND two (2) year's bookkeeping and clerical accounting experience, preferably in the public sector; OR an equivalent combination of education and experience. Accounting Technician II Additional Experience: Five (5) year's bookkeeping and clerical accounting experience, preferable in the public sector; one (1) year public sector experience processing payroll and accounts payable, OR an equivalent combination of education and experience.
    Accounting Technician III Additional Experience: Five (5) year's bookkeeping and clerical accounting experience, preferably in the public sector; two (2) years public sector experience processing payroll and accounts payable, OR an equivalent combination of education and experience.
    Accounting Technician II/III Preferred Qualifications:
    • Knowledge of City accounting and payroll software.
    • Knowledge of City policies and procedures
    • Completion of introductory/intermediate governmental accounting training(s) or equivalent
    Required Licenses or Certifications:
    • Must possess a valid Texas Driver's License.
    Knowledge, Skills and Other Requirements
    Required Knowledge of:
    • Principles of record keeping and records management.
    • Payroll accounting rules and procedures.
    Accounting Technician II/III Additional Required Knowledge Of:
    • Public sector fund accounting and bookkeeping principles.
    Required Skill in:
    • Maintaining and balancing financial records, ledgers and accounts.
    • Performing mathematical calculations with speed and accuracy.
    • Entering data and numerical information into a computer system with speed and accuracy.
    • Correcting and updating financial information.
    • Establishing and maintaining cooperative working relationships with co-workers.
    • Experience with accounting and payroll software.
    • Experience in use of Microsoft Office products.
    • Operating a personal computer utilizing a variety of business software.
    • Providing excellent customer service.
    Accounting Technician II Required Additional Skill in:
    • City of New Braunfels accounts payable and receivable processes.
    • Proficient in performing reconciliations.
    Accounting Technician III Required Additional Skill in:
    • City of New Braunfels payroll, accounts payable and receivable processes.
    • Creating and maintaining complex spreadsheets.
    • Training staff in accounting and payroll tasks.
    Physical Demands / Work Environment:
    • Work is performed in a standard office environment; is subject to sitting, standing, walking, bending, and reaching for extended periods of time; must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds.
    • May be required to work immediately before, during or after an emergency or disaster.
