The NYC Financial Information Services Agency - Office of Payroll Administration (FISA-OPA) seeks to hire a Human Resources Assistant, to work in the Human Resources unit, reporting to the Director of Human Resources, who will be responsible to:
- Prepare Job Vacancy Notices (JVN's) for FISA-OPA vacancies. Close JVN's in NYCAPS and/or Smart Recruiters as needed and close JVN recruiter mailboxes. Coordinate the opening of JVN Recruiter mailboxes and ensure that read-only access is granted to appropriate personnel.
- Maintain FISA-OPA Human Resources paper and electronic files, including personnel files, civil service list files, new hire orientation documents and assist in maintaining all related files. Prepare and send Traveling Personnel folders to other city agencies when requested.
- Perform various administrative tasks: Type HR related letters and reports, including conditional offer letters, requests for release letters, Traveling Personnel folder requests and DP-2001 requests for other city agencies; Open, stamp and distribute mail; make copies; assist in researching personnel issues by obtaining information from personnel files, PMS, NYCAPS; respond to requests for employment verifications; assist with mailing paychecks and/or paystubs when required.
- Schedule New Hire Review meetings.
- Enter and update personnel transactions into NYCAPS, including but not limited to, new hires, promotions, salary adjustments, assignment level upgrades, leaves of absence, resignations, retirements, terminations, additions to pay, when required. Review transactions utilizing PMS and/or NYCAPS to ensure data entries have successfully interfaced.
- Assist in movement of civil service lists using e-Certs and PRISE, when required.
- Assist the Senior Director of Human Resources and Training and/or Director of Human Resources and HR staff with special projects, as required.

Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
