Salary: $120,000 - $139,500

Division/Program Summary Description: The Division of Information Technology's mission and vision is to promote and protect the health of all New Yorkers using innovative technology and health information that is useful and available. The nation's leading local health department seeks an Assistant Director of IT Project Management to join its award-winning, innovative technology team in revolutionizing public health IT.

Position Summary: The Assistant Director will be assigned to the Mental Hygiene vertical within the Bureau of Enterprise Technology Business Solutions. The Assistant Director will support a team of project managers who will prioritize and manage technology projects supporting the work of the Division of Mental Hygiene.

Job Duties and Responsibilities:

  • Accountable for IT Portfolio processes including IT planning, portfolio governance, project methodology framework, and resource capacity management.
  • Maintain professional and productive relationships with members of the Division of Mental Hygiene and understand their business needs and challenges.
  • Understand systems and processes within the Division of Mental Hygiene’s technology portfolio, evaluate the strategic technology roadmap and manage the planning and implementation of the roadmap.
  • Ensure project management standards are being executed across the IT project portfolio.
  • Drive improvements and ensure industry best practices are leveraged.
  • Perform team member supervision including performance management, career growth and development.
  • Assist the Solutions Director with creating and maintaining staffing plans. Ensures the team is properly trained and staffed to handle the projected workload, both from an internal staffing and external staffing support.
  • Makes recommendations to management regarding long-term contractors and/or additions to staff.
  • Analyze project proposals to determine time frame, funding limitations and appropriate process for accomplishing projects.
  • Provide leadership and motivation to project team members throughout the project life cycle and confer with project staff to outline work plan.
  • Implement project communications including project steering committee meetings and status reports.
  • Manage project risks and issues and implement mitigation plans.
  • Ensure that project goals are accomplished and in line with business objectives.
  • Direct and coordinate activities of project personnel to ensure project delivers on schedule and within budget.

Minimum Qualifications:

  1. Bachelor’s degree in Computer Science, Management Information Systems, Business or related field with a minimum of 10+ years’ experience performing project management role on complex projects

Preferred Skills:

  • Project Management Professional (PMP) certification.
  • Experience in the Business Analysis discipline.
  • Experience with AI/machine learning and Robotic Process Automation concepts.
  • Experience in data strategy and governance.
  • Experience in a supervisory or management position.
  • Experience managing external partner relationships and contract staff.
  • Excellent leadership, interpersonal and organizational skills.
  • Excellent written and oral communication skills, including the ability to speak and write about technical issues for both technical and non-technical audiences.
  • Demonstrated ability to set and meet goals, assess resource needs, develop schedules, communicate status, and develop processes and procedures.
  • Ability to work under pressure and manage multiple priorities simultaneously.

Remote Work Policy: DOHMH employees working through WRI are allowed a Hybrid option post training and onboarding.
